The National Agency on Corruption Prevention (NACP), based on the results of a full inspection of the 2022 declaration, has found signs of acquisition of unjustified assets by the former head of the customs clearance department of the Odesa Customs of the State Customs Service of Ukraine for more than UAH 3.2 million.
During the first year of the war, the official, his wife and daughter purchased 5 vehicles worth over UAH 7 million, namely:
- MERCEDES-BENZ GLS 400, 2021
- MERCEDES-BENZ S 450, 2020;
- AUDI A5, 2022;
- AUDI A6, 2022;
- AUDI A4, 2022.
The NACP found that their cash savings and income received at the time of the purchases indicate that they could not have purchased the property with funds obtained from legal sources.
It was also established that the former customs official acquired ownership of a 2021 Mercedes Benz GLS 400 car at a price below the minimum market price.
The materials were sent to the Specialized Anti-Corruption Prosecutor's Office (SAPO) to decide whether to file a lawsuit to recognize the ex-official's assets as unjustified and recover them as state revenue, as provided for in Article 290 of the Civil Procedure Code of Ukraine.
As a reminder, in the first half of 2024, the NACP completed 206 inspections under the new risk-based approach. The NACP found inaccurate information worth almost UAH 664 million, unjustified assets worth UAH 14.4 million, and signs of illicit enrichment worth UAH 38.3 million. The NABU submitted 84 substantiated conclusions to the competent authorities and 4 materials to the Specialized Anti-Corruption Prosecutor's Office.
Currently, the NACP's authorized persons are conducting 329 full inspections. The full list of persons in respect of whom full inspections have been launched, as well as the results of the inspections, can be found here.
