Based on the results of consideration of reports, NACP found undeclared assets amounting to UAH 393.5 million in 2020
In the first six months of 2020, the National Agency on Corruption Prevention (NACP) found undeclared assets amounting to UAH 393 million during full verification of declarations based on individual and law enforcement agency reports. In total, during full inspections in 2020, the incorrect information amounting to UAH 497 million, was found. Prior to the adoption of the Decision of the Constitutional Court of Ukraine No. 13-r/2020, which declared certain provisions of the Law of Ukraine on Prevention of Corruption unconstitutional, the NACP conducted full verification of public official declarations on the basis of information received from individuals, legal entities, the media and other sources. Based on the results of consideration of reports from individuals and NGOs, in 2020, the NACP conducted full inspections, during which the undeclared assets amounting to UAH 137.6 million were found. On the basis of reports from law enforcement agencies, undeclared assets amounting to UAH 233.6 million were found. Based on reports by individuals, the largest amount of incorrect information was found among the following declarants:
  1. Oleh Etnarovych, Deputy of the Odesa City Council, did not include his corporate rights in the declaration, as well as provided incorrect information on his family member’s corporate rights in the ECO MANAGEMENT GROUP Company. In addition, the deputy did not include a car and the right to use real estate in which he actually resided and did not indicate the value of other real estate owned by a member of his family, although he provided consent to the acquisition of that real estate. The total amount of undeclared or incorrectly declared assets is UAH 27 million.
  2. Ruslan Moroz, deputy of the Volodymyr-Volynsky City Council, did not declare four land plots, two apartments and money lent to third parties. The total amount of undeclared assets is UAH 21.9 million.
  3. Olena Glinkina, deputy of the Tarasivka Village Council of the Kyiv-Sviatoshyn Rayon of the Kyiv Oblast, did not include the information on corporate rights, financial obligations of her husband to various banks and the amount of funds paid under these financial obligations. The total amount of undeclared assets is UAH 19.1 million.
The NACP continues to receive reports from individuals, however, it does not have the right to verify the reported facts in view of the CCU’s Decision. Other inspections, initiated before this Decision was adopted, were terminated. We believe that legislators will find legal ways to address this situation. This is why we continue to work on initiatives that will help increase the effectiveness of preventing and combating corruption in Ukraine, after the full renewal of the NACP’s powers.
