The National Agency on Corruption Prevention (NACP) will start verifying declarations submitted for 2024 in May.
One of the forms of financial control assigned to the NACP by the Law of Ukraine ‘On Prevention of Corruption’ is control over the completeness of public officials‘ declarations, which is determined by the relevant Procedure.
In the course of control over the completeness of the public official's declaration, the NACP's software tools calculate the degree of completeness of the information in the declaration, i.e. a quantitative indicator of the level of amount and maintenance of the information in the declaration compared to the information available in state registers.
The Agency's authorised persons compare the amount and content of the information with the data available in information, telecommunication and reference systems, registers, data banks, including those containing restricted information, and other sources of information in order to identify inaccurate information in the declaration.
Based on the results of the control, an act on the results of the control over the completeness of the declaration is drawn up and signed in two copies, one of which is sent to the declarant.
We remind you that a person may be held accountable for submitting false information in the declaration - criminal, administrative and disciplinary.
Based on the results of such control in 2024, NACP sent five substantiated conclusions to the National Police of Ukraine regarding members of military medical commissions on the grounds of committing offences under Part 4 of Article 172-6 of the Code of Administrative Offences ‘Violation of financial control requirements’ and Article 366-2 of the Criminal Code of Ukraine ‘Declaration of false information’. The total amount of false information found in the declarations is over UAH 35.3 million.
For example, when checking the completeness of the declaration of a member of the military medical commissions, head of one of the departments of the Khmelnytskyi City Hospital for 2023, it was found that in sections 3 ‘Real estate’, 6 ‘Valuable movable property - vehicles’, 11 ‘Income, including gifts’, the information provided by the declarant did not match the data available in the state registers by more than UAH 10.6 million.
A member of one of the regional executive committees in Odesa region failed to indicate a number of real estate objects owned by her in the declaration for 2023. The information provided by the declarant differs from the information in the registers by more than UAH 10.4 million.
In the declaration of a doctor of a clinic in one of Kyiv's districts for 2023, discrepancies were found between the data reported and the information in the State Register of Real Property Rights. The declarant stated that she did not have malicious intent and did not provide information worth more than UAH 7.2 million due to her severe moral state.
In his declaration for 2023, a doctor of the Rivne Higher Medical Clinical Commission indicated data on movable and immovable property that differed from the data indicated in the registers by more than UAH 1.6 million.
A nurse of the medical commission of the military medical commissions of one of the Territorial Centre for Recruitment and Social Support of Odesa failed to indicate in her declaration for 2023 information about several real estate objects owned by her, which is confirmed by the information from the State Register of Property Rights. The amount of false information is over UAH 5.4 million.
From the moment of filing the declaration, the public official has 30 days to correct technical inaccuracies, supplement the document with information that was omitted when filling it out, or eliminate discrepancies if it is found that the data submitted does not match the information available in state registers. Therefore, we advise declarants who have not yet exercised the right to submit an amended declaration to double-check the information provided in the document.
