The National Agency on Corruption Prevention (NACP) conducted full audits of declarations for 2021–2023 submitted by an official of the Main Directorate of the State GeoCadastre in Kyiv Region, which revealed violations worth over UAH 10.9 million, as well as signs of unjustified assets worth over UAH 1.3 million.
Thus, the results of the audits of the declarations revealed:
- in the declaration for 2021 - signs of unjustified assets worth over UAH 1.3 million and signs of unreliable information worth over UAH 4.1 million;
- in the 2022 declaration - signs of inaccurate information worth over 4.1 million UAH;
- in the 2023 declaration - signs of inaccurate information worth over 2.5 million UAH.
In her declarations for 2021 and 2022, the official did not declare information about her own apartment, residential house, two land plots, property rights to two parking spaces, and a Claas Lexion 450 combine harvester.
In her 2021 declaration, she also ‘forgot’ to declare information about income she received in the amount of over 350,000 UAH and expenses in the amount of over 200,000 UAH, and in her 2022 declaration, she did not indicate information about over 150,000 UAH deposited in her bank accounts.
In her 2023 declaration, the official concealed information about two houses, three land plots, property rights to two parking spaces and a Claas Lexion 450 combine harvester.
The Investigation Department of the Main Directorate of the National Police in the Kyiv region, including on the basis of the results of a full audit of the NACP declarations, conducted a pre-trial investigation on the grounds of an offence under Article 366-2 of the Criminal Code of Ukraine (declaration of false information) and sent an indictment to the court.
In addition, NACP forwarded the materials of the full audit to the Specialised Anti-Corruption Prosecutor's Office to decide on the possibility of filing a lawsuit to recognise the asset as unjustified and confiscate it for the state.
The case concerns agricultural equipment, namely a Claas Lexion 450 combine harvester, which the official acquired for 180 times less than its market value, as confirmed by an expert opinion. At the same time, the funds received by the official from legal sources were insufficient to purchase such an asset.
In addition, she deposited funds in excess of UAH 300,000 into her bank accounts, the legality of the sources of which she did not confirm.
