By a judgment of the Rozdilna District Court of Odesa Region, which has become final, the head of the Department of Engineering Protection of the City Territory and Coastal Development of the Odesa City Council was found guilty of committing a criminal offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine (making false declarations).
The court sentenced her to a fine of UAH 68 thousand and a three-year ban on holding positions involving organisational, managerial, administrative or economic functions within local government bodies.
The grounds for the verdict included the findings of comprehensive audits of declarations for 2022 and 2023 conducted by the NACP, during which false information amounting to over UAH 9.4 million was identified.
The official failed to disclose details of her assets and income in her declarations, specifically:
- real estate worth over UAH 2.8 million (in the 2022 declaration) and over UAH 3.1 million (in the 2023 declaration), including two flats: 44.7 sq m in the village of Kryzhanivka, Odesa region, and 74.8 sq m in the city of Odesa, as well as six plots of land in the Odesa and Mykolaiv regions;
- a 2011 LAND ROVER RANGE ROVER, valued at 300,000 UAH;
- The value of a 2012 SCANIA lorry;
- corporate rights in two farming enterprises and a limited liability company, totalling over UAH 500 thousand;
- income in the form of transfers from third parties, the sale of vehicles, as well as income used by the declarant to top up their bank account, totalling over UAH 1.2 million (for 2022) and over UAH 915 thousand (for 2023).
The pretrial investigation in the criminal proceedings was conducted by the Investigative Unit of Police Station No. 3 of the Odesa District Police Department No. 1 of the Main Directorate of the National Police in the Odesa Region, under the procedural guidance of the Rozdilna District Prosecutor's Office of the Odesa Region.
