Lifestyle monitoring: court orders former acting head of the Kharkiv Territorial Centre for Recruitment and Social Support to pay over UAH 4 million to the state

On 9 January 2026, the High Anti-Corruption Court (HACC) partially upheld the claim of the prosecutor of the Specialised Anti-Corruption Prosecutor's Office (SAPO) and recognised as unfounded the assets belonging to the family of the former acting head of the Kharkiv Territorial Centre for Recruitment and Social Support (TCRSS).

The court's decision was based on the results of monitoring the official's lifestyle, which was carried out by the National Agency on Corruption Prevention (NACP), as well as evidence obtained independently by the State Bureau of Investigation (SBI).

During the monitoring, the NAPC established that during 2023-2024, at the time when the declarant held the positions of head of the district TCC and SP and acting head of the Kharkiv TCRSS, his close relatives purchased BMW X6 cars, 2023 model year, and Toyota Camry Hybrid, 2022 model year, with a total value of UAH 4.85 million.

The NACP analysed the official's family's income and expenses and established that it was impossible to acquire the specified property from legal income.

The court ruled that the BMW X6, manufactured in 2023, and the Toyota Camry Hybrid, manufactured in 2022, were unjustified assets and ordered that one of the cars, along with the value of the other car, amounting to over UAH 4 million, be confiscated and transferred to the state.

The court's decision may be appealed within 30 days of the date it is entered.

In accordance with the Law of Ukraine ‘On Prevention of Corruption,’ a person authorised to perform functions of the state or local self-government, in respect of whom a court decision on the recognition of assets as unjustified and their confiscation to the state has entered into legal force, is subject to dismissal from office in accordance with the procedure established by law.
