NATO representatives support NACP's plan to implement recommendations of the Strategic Defence Procurement Review

The inaugural conference of the Strategic Defence Procurement Review of Ukraine, which is one of the flagship projects of the NATO Comprehensive Assistance Package for Ukraine, took place in Kyiv .

The conference was dedicated to the implementation of the recommendations of the Strategic Defence Procurement Review approved at the NATO Washington Summit in July 2024, updating Ukraine's needs within each of the recommendations and prioritising the implementation of these recommendations, as well as the distribution of roles and responsibilities of the government authorities responsible for implementing NATO recommendations.

Peter Hauge Berg, Deputy Head of the NATO Representation to Ukraine, noted the NACP team's significant contribution, leadership and proactivity in building integrity in Ukraine's defence and security sector and in working on Alliance projects.

Yaroslav Lyubchenko, Head of the Security and Defence Integrity Policy Development Department, presented the NACP's proposals on the necessary steps to improve the effectiveness of the implementation process. He noted that improving Ukraine's defence procurement system and implementing the recommendations of the Strategic Review are impossible without first familiarising the participants with the ‘rules of the game’, so establishing organisational processes and a common methodology for all is the key to effective and coordinated work at the national level. NACP team proposes a clear action plan and five specific steps necessary for the successful implementation of NATO recommendations and the transition to the practical stage of their implementation.

Thus, the participants were presented with a plan of the following key steps

  1. Distribution of recommendations among working groups consisting of representatives of government agencies and NATO experts, similar to those formed during the Strategic Review;
  2. Identify government agencies responsible for coordinating implementation within such groups;
  3. develop a practical methodology for ensuring effective interaction of the parties involved (defining roles and responsibilities) in implementing the recommendations;
  4. development of an implementation plan for each recommendation;
  5. holding regular consultations between the Ukrainian and NATO sides on the implementation of the recommendations.

Representatives of NATO Headquarters supported the NACP initiative and stressed the importance of prioritising the implementation of the Strategic Review.

It is worth reminding that the NACP, together with representatives of other government agencies, the Verkhovna Rada of Ukraine and NATO experts, took an active part in developing the recommendations of the Strategic Defence Procurement Review.

"The NACP expresses its gratitude to the NATO Representation to Ukraine, representatives of NATO Headquarters and all NATO member states that are actively involved and contribute to the successful implementation of the recommendations of the Strategic Review of the Defence Procurement System of Ukraine. This is an important step towards strengthening the defence capability of our country and its integration into the Euro-Atlantic Alliance,’ said Yaroslav Lyubchenko.
