Results of the NACP’s work in the area of conflict of interest monitoring for September - October 2025

Based on the results of monitoring violations of anti-corruption legislation in September - October 2025, the National Agency on Corruption Prevention (NACP) prepared a number of administrative offense protocols, issued orders, and sent substantiated conclusions to the competent authorities.

Administrative offense protocols
The NACP prepared and sent to court a protocol concerning the director of a department of one of the ministries who, while performing the duties of a state secretary, acted under conditions of a real conflict of interest. The official granted bonuses and allowances to an employee with whom he had a non-work-related relationship. His actions were qualified under Article 172-7 of the Code of Ukraine on Administrative Offenses (CUAO).

A protocol was also drawn up against the director of a department of the Kyiv City State Administration (KCSA), who failed to notify his superior of a conflict of interest and independently decided on his own exemption from mobilization through the “Diya” portal. These actions were also qualified under Article 172-7 of the CUAO.

Substantiated Conclusions and Their Results
The NACP sent three substantiated conclusions to the National Police of Ukraine regarding violations by the heads of state institutions under the management of the Ministry of Health (MOH). The officials acted under real conflicts of interest by granting benefits to close persons. The materials were submitted to court for consideration.

In addition, based on the conclusions reviewed in June of this year, the Strategic Investigations Department in Kyiv prepared 88 protocols concerning the acting head of a state organization subordinate to the State Management of Affairs; in September, the Strategic Investigations Department in the Odesa Region drew up six protocols concerning the head of one of the MOH institutions.

Issued Orders
Based on the results of inspections, the NACP issued four orders to the Minister of Health of Ukraine due to violations of Article 28 of the Law of Ukraine “On Prevention of Corruption,” in particular for failure to report a potential conflict of interest while working together with close persons.

In addition, facts of potential conflicts of interest were identified in:

  • the Rivne Regional Military Administration;
  • the Department of the State Executive Service in the Mykolaiv Region;
  • the Main Directorates of the State Service of Ukraine on Food Safety and Consumer Protection in the Mykolaiv and Odesa Regions;
  • the Dashiv Settlement Community (Vinnytsia Region).

The heads of the respective institutions were issued orders to properly resolve the identified conflicts of interest, conduct internal investigations, and bring those responsible to disciplinary liability.

Furthermore, the NACP found that an official of one of the communities in the Brovary District concluded a contract with a lawyer for the provision of free legal assistance, in violation of Article 54 of the Law of Ukraine “On Prevention of Corruption.” In this regard, an order was issued to the head of the local self-government body.

An order was also issued to the rector of one of the universities in the Vinnytsia Region due to a violation of Article 53-2 of the Law — the authorized person of the university failed to ensure the proper consideration of corruption reports concerning the rector himself.

Additionally, the NACP issued orders to the heads of the State Tax Inspectorate of the Main Department of the State Tax Service of Ukraine in the Mykolaiv Region and the municipal research institution “Institute of Socio-Economic Development of the City” for failing to transfer corporate rights to another person within the timeframe established by law. The NACP’s orders contain requirements to eliminate the identified violations, conduct internal investigations, and hold those responsible accountable as prescribed by law.

As a result of the issued orders, the corresponding internal investigations have been initiated.
