The first 100 lobbyists have registered in the NACP Transparency Register

13.11.2025

The first hundred lobbyists have registered in the “Transparency Register” (the Register) - an open public platform that collects, processes, and discloses data about lobbying entities and their reporting.

As of 13 November 2025, 101 lobbying entities are registered in the Register, of which 51 are legal entities (represented by 141 potential lobbyists) and 50 are individuals. Two individuals have terminated their lobbyist status. Thus, in total, 191 lobbyists may influence decision-making in the country.

Among the legal entities registered in the Register are, in particular:

  • companies (limited liability company, joint stock company ) – 27,
  • civil society associations (associations, unions) – 16,
  • law firms (associations, bureaus) – 5,
  • others – 3.

The most popular fields of lobbying:

  • financial, banking, tax, and customs policy – 76 lobbying entities;
  • economic development, regulatory policy, and property – 74 entities;
  • legal policy – 70 entities;
  • law enforcement – 68 entities;
  • innovation and digital transformation – 66 entities;
  • transport, communications, and infrastructure – 65 entities;
  • environmental policy and natural resource management – 64 entities;
  • agricultural and land policy – 63 entities;
  • regional development and urban planning – 62 entities.

The field with the fewest registered entities is “Youth and Sports” – 36 lobbying entities.

Please note that lobbying entities must submit their first activity reports to the Register between 1 and 30 January 2026, covering the period from their registration date through 31 December 2025.

We also draw attention to the fact that lobbying entities already have the option to fill out draft lobbying reports in their electronic Register accounts (without the ability to submit the report before the reporting period begins).

! The draft lobbying report is not displayed in the public section of the Register until the report is submitted.

The Law of Ukraine “On Lobbying” contains specific restrictions. Who cannot be a lobbyist - at the link.

All registered lobbying entities can be found at the link or by using the Transparency Register’s “Advanced Search” function.
