The most corruption-vulnerable areas in the Kyiv region are linked to infrastructure recovery processes, public procurement, land issues, and forest management. This was stated by Head of the National Agency on Corruption Prevention (NACP) Viktor Pavlushchyk during a working visit to the region.
“For the Kyiv region, considering the scale of destruction caused by russia’s invasion and the temporary occupation of part of the region, it is crucial to ensure effective and accountable recovery processes of damaged facilities. Reconstruction must be transparent, under effective control and management of local leaders, and involve residents and civil society organizations. The NACP is not an inspection body — it provides maximum support to authorities and local self-government to prevent corruption risks in the recovery,” said Viktor Pavlushchyk.
NACP has identified recovery as one of its priority areas for strategic corruption risk analysis. The Agency conducted a study titled “Top 10 Corruption Risks in the Implementation of the Experimental Project for the recovery of settlements affected by russia’s armed aggression.” The study highlighted potential risks, including abuse in selecting facilities for reconstruction, manipulation of construction cost assessments, artificial overpricing of works, and inadequate vetting of public procurement participants.
These issues were discussed by NACP representatives with officials from the Kyiv Regional Military Administration, district administrations and heads of territorial communities. Based on the meeting, NACP provided recommendations on the work of anti-corruption officers, anti-corruption programs, whistleblowing and prevention of risks during recovery projects.
In the Kyiv region, more than 30,000 facilities (residential buildings and social infrastructure) have been damaged or destroyed since the start of the full-scale invasion and occupation. The region is currently a leader in reconstruction: over 70% have already been restored — more than 24,000 facilities.
During a visit to the settlement of Borodianka, the delegation examined the reconstruction of residential buildings on Tsentralna and Parkova streets.
“Borodianka, which will soon receive city status, is one of the most heavily damaged settlements in the Kyiv region. In total, 825 facilities — residential and social infrastructure — were damaged or destroyed, almost 600 of which have already been rebuilt or compensated. A comprehensive recovery of buildings is now underway based on the principle of building back better. This includes modern technologies, thermal insulation, and the creation of contemporary public spaces. Importantly, new shelters and modular bus stops are also planned. Our position is firm: zero tolerance for corruption in the recovery process,” stated Mykola Kalashnyk, Head of the Kyiv Regional Military Administration. He also stressed the need for local-level control over the use of funds, resident engagement and accountability to citizens.
According to Mykola Boiko, Deputy Head of the State Agency for Restoration and Infrastructure Development of Ukraine, the goal is to complete major repairs of residential buildings this year and move on to new construction projects next year.
Between November 1, 2024, and August 26, 2025, the NACP conducted anti-corruption expertise of draft regulations governing recovery processes to identify corruption risks. In nine acts, the Agency identified 32 corruption risk factors and provided 41 recommendations to address them. Developers (the Ministry for Communities and Territories Development and the Recovery Agency) incorporated 94% of the recommendations.
As part of its regional visits, NACP Integrity Office traditionally conducts educational initiatives for educators. Over 50 school principals from the Kyiv region took part in the event “Transparent School: Developing Integrity Culture in Education.” Ten schools from the region are participants in the Transparent School project, and since 2023, an Integrity Hub has been operating at Lyceum No. 3 in Brovary.
More than 100 public officials in the Kyiv region participated in training on “Key Aspects of Anti-Corruption Legislation.” The participants gained practical knowledge on financial control, conflict of interest management, anti-corruption restrictions, risk management, and whistleblowing mechanisms.
NACP team also held a working meeting with Kyiv region law enforcement officials to discuss joint measures for preventing and countering corruption offenses. In addition, regional problems were discussed with civil society organizations and the media.
NACP launched its regional visit project to strengthen cooperation with communities, local authorities, secondary and higher education institutions, journalists, and civil society, and to foster integrity-building through public engagement. Representatives of the Agency have already visited Lviv, Dnipro, Chernivtsi, Zhytomyr, Ivano-Frankivsk, Vinnytsia, Lutsk, Cherkasy, Khmelnytskyi, Uzhhorod, Kharkiv, Odesa, Rivne, Kropyvnytskyi, Ternopil, Zaporizhzhia, Poltava, Chernihiv, and Mykolaiv.
