In the second quarter of 2025, the National Agency on Corruption Prevention (NACP) monitored 910 draft regulatory acts. In 40 of them, experts identified 82 corruption-prone factors, so these documents underwent a more detailed analysis — an anti-corruption review. The experts provided 103 recommendations, the vast majority of which were taken into account by the developers.
Among the draft acts that were subject to anti-corruption expertise are, in particular, draft regulatory and legal acts regulating the provision of housing to persons in need. These are acts concerning the provision of housing to internally displaced persons (IDPs). This is particularly relevant due to the extensive destruction - about 50% of the housing stock has been damaged or destroyed as a result of the Russian invasion.
Thus, the NACP conducted an anti-corruption review of the draft resolution of the Cabinet of Ministers of Ukraine ‘On the implementation of a pilot project to create a social rental housing fund and lease it out’.
The purpose of the draft act is to create a social rental housing fund and lease it at affordable prices to those who need it. It is planned to build such housing in communities within two years, and it will be provided to IDPs, veterans, families of the deceased, military personnel, orphans, teachers, medical workers and utility workers.
Based on the results of the anti-corruption review, the NACP identified provisions that create conditions for the introduction of a non-transparent procedure for the construction and provision of social rental housing for rent, and provided recommendations, the implementation of which helped to eliminate the possibility of corruption abuses during the construction and provision of such property for rent.
In addition, an anti-corruption review was conducted of the draft resolution of the Cabinet of Ministers of Ukraine ‘On the implementation of a pilot project to provide housing for internally displaced persons from the city of Mariupol.’ The project provides for the construction of housing and the provision of preferential mortgage loans to internally displaced persons from the city of Mariupol in Donetsk Oblast.
In its conclusion, the NACP provided recommendations for the introduction of a clear and complete procedure for obtaining social rental housing and providing preferential mortgage loans for the purchase of housing to the relevant internally displaced persons.
The recommendations of the National Agency provided in the conclusions of the anti-corruption expert review were taken into account by the developer of the aforementioned draft resolutions of the Government (Ministry of Development).
The relevant resolutions were adopted by the Government:
- Resolution of the Cabinet of Ministers of Ukraine No. 796 of 02.07.2025 ‘On the implementation of a pilot project to create a municipal (social) rental housing fund and lease it out’;
- Resolution of the Cabinet of Ministers of Ukraine No. 814 of 07.07.2025 ‘On the implementation of a pilot project to provide housing for internally displaced persons from the Mariupol city territorial community’.
