The National Agency on Corruption Prevention (NACP) conducted an anti-corruption review of a draft resolution of the Cabinet of Ministers of Ukraine on providing subsidies from the state budget to local budgets for the creation of a modern educational space in general secondary education institutions. It is planned to purchase teaching aids, equipment and furniture for biology, geography, mathematics, physics and chemistry classrooms and to set up STEM laboratories.
The draft resolution contains provisions that create conditions for corruption. These relate to the non-transparent mechanism for determining which educational institutions require such subsidies. The procedure for redistributing subsidies was also not regulated.
In its anti-corruption expert opinion, NACP provided recommendations for eliminating possible corruption abuses.
The Ministry of Education and Science of Ukraine, which drafted the document, took full account of the NACP's recommendations, and the Government adopted this resolution. In particular, it sets out an exhaustive list of criteria on the basis of which local councils and state (military) administrations will select educational institutions for the list of project applications. The document also provides for the evaluation of submitted project applications by a commission, and local councils and state (military) administrations must publish information about the selection process on their official websites.
We would like to remind you that earlier, taking into account the comments of the NACP, resolutions were adopted on the payment of one-time financial assistance in the event of the death or disability of a volunteer and on the provision of state subsidies for housing for family-type children's homes, orphans and children deprived of parental care.
