Progress in the implementation of anti-corruption measures, key achievements of the executive bodies of the State Anti-Corruption Programme for 2023–2025, and priorities for the second half of 2025 were discussed during a meeting of the Coordination Working Group on Anti-Corruption Policy (CWG). More than 50 representatives of state authorities, civil society organisations and international technical assistance projects took part in the meeting.
‘The Government, ministries and other executive bodies that are implementing the Programme play a decisive role in the implementation of the Anti-Corruption Strategy and the State Anti-Corruption Programme. Therefore, we must work together to make every effort to implement the strategic documents in a timely and high-quality manner,’ said Co-Chair of the CWG, Minister of the Cabinet of Ministers of Ukraine Oleg Nemchinov.
The State Anti-Corruption Programme for 2023-2025 (SACP) provides for the implementation of 1,146 measures to be carried out by 116 institutions. The largest number of measures – 270 (24%) – are to be implemented by the National Agency on Corruption Prevention (NACP).
Forty percent of the measures are being implemented by the ten largest ministries: the Ministry of Defence, the Ministry of Economy, the Ministry of Education and Science, the Ministry of Health, the Ministry of Community and Territorial Development, the Ministry of Justice, the Ministry of Agrarian Policy and Food, the Ministry of Finance, the Ministry of Internal Affairs, and the Ministry of Digital Transformation. As of 31 March 2025, 486 measures (42.4%) have been fully or partially implemented (updated figures as of 30 June 2025 will be published in August).
"Despite the full-scale invasion by the Russian Federation, the last few years have been decisive for the system of preventing and combating corruption thanks to the new Anti-Corruption Strategy and the SACP. The result of their implementation is a response to the acute demand of society for justice and comprehensive counteraction to corruption. Ukraine has managed to move from a fragmented anti-corruption policy to a coherent and systematic state anti-corruption policy aimed at solving key problems in the life of the state and society," said NACP Head Viktor Pavlushchyk.
According to him, the implementation of anti-corruption measures is making moderate but steady progress.
NACP Deputy Head Dmytro Kalmykov outlined the key achievements in the implementation of the SACP measures. Among the achievements in improving the effectiveness of the system for preventing and combating corruption, the following can be highlighted: the launch of the Single Portal for Whistleblowers, the implementation of the law on the independence of the Specialised Anti-Corruption Prosecutor's Office, and the granting of access to the platform of the European Police Office SIENA to the ARMA and NACP.
Among the key achievements in other areas of public policy, the adoption of the Law of Ukraine ‘On Law-Making’, the Law ‘On Lobbying’, the introduction into commercial operation of a geoinformation system for mass land valuation, the introduction of the electronic public service ‘e-Entrepreneur’, the integration of the taxpayer's account into the Single State Web Portal of Electronic Services, the commissioning of the State Information System for Haematopoietic Stem Cell Transplantation, etc.
Based on the results of the meeting, the Programme implementers were recommended to focus in the second half of 2025 on the proper and timely implementation of anti-corruption measures, improve internal optimisation of processes within institutions and ensure coordinated inter-institutional interaction.
It should be recalled that the implementation of the Anti-Corruption Strategy and the SACP will ensure a significant reduction in the level of corruption in Ukraine and contribute to the further development of good governance. The implementation of the Anti-Corruption Strategy and the SACP is also an integral part of Ukraine's European and Euro-Atlantic integration process and Ukraine's further progress towards membership of the European Union, NATO and the Organisation for Economic Co-operation and Development (OECD).

As a reminder, the Coordination Working Group on Anti-Corruption Policy is an advisory and consultative body under the NACP. The Co-Chairs of the CWG are the Head of the National Agency and the Minister of the Cabinet of Ministers of Ukraine. Its composition has been approved by the Government.
The purpose of the CWG is to facilitate the coordination of actions by state authorities to implement the Anti-Corruption Strategy and the measures of the State Anti-Corruption Programme (SACP) for its implementation, and to prepare proposals for the formation and implementation of state anti-corruption policy.
