The NACP has compiled a risk rating for declarations for 2024 and completed automated checks of declarations

Over 670,000 annual declarations, including those that have been corrected, have been submitted to the Register of Declarations of the National Agency on Corruption Prevention (NACP). The NACP has now completed its risk assessment of these declarations using logical and arithmetic controls and has ranked them. Each declaration has been assigned a risk rating, the value of which determines the further fate of the declaration, as the selection of declarations for full verification is based on a risk-oriented approach

Non-risky’ declarations had a high chance of passing a quick automated check by the software tools of the Register of Declarations, i.e. without human intervention. These are declarations:

  • which contain sufficient data to identify the declarant's family members and the objects of declaration;
  • those containing data that can be verified by comparing the declaration data with registers and using certain formulas, for example, to establish signs of illegal enrichment or unjustified assets;
  • those submitted for 2021 and subsequent reporting years (this is not possible for previous years, as the declaration form changed in 2021).

Based on the results of the automated audit of declarations submitted for the 2024 reporting year, it was determined that 596,659 declarations (almost 90% of all submitted declarations) could undergo such an audit. A total of 241,284 declarations (40% of the declarations that underwent automatic checks) received a certificate of successful completion of the automatic check. Declarants received certificates of the results of the automated check in their personal accounts in the Register of Declarations.

For comparison: In 2023, 621,280 declarations (90% of all submitted declarations) could have been checked, and 146,769 declarations (24% of the declarations that underwent auto-checking) received a certificate of successful completion of auto-checking.

In 2022, 546,006 declarations could have been processed (83% of all submitted declarations), and 143,169 declarations received a certificate of successful automatic verification (26% of the declarations that underwent automatic verification). 

In 2021, 583,919 declarations (88% of all submitted declarations) could have undergone such a check, and 163,970 declarations (28% of those that underwent automatic verification) received a certificate of successful automatic verification.

The significant increase in the number of declarations that underwent automated verification in 2025 may indicate both an increase in the level of integrity of public servants when filling out and submitting declarations, and the positive effect of the NACP's introduction of auxiliary functions when filling out the draft declaration ‘Data for the declaration’ and ‘Auto-fill’, as well as improved explanations and the algorithm for passing the auto-check. 

During the 2024 declaration campaign (01.01.2025 - 30.04.2025), declarants generated 278,263 ‘Data for Declaration’ certificates, which allowed them to use the ‘Auto-fill’ function.

Declarations with the highest risk rating were the first to undergo a full check, which is carried out in accordance with the Procedure for conducting a full check of declarations and consists of the following stages:  verification of the accuracy of the declared information, determination of the accuracy of the valuation of the declared assets, verification of conflicts of interest, and identification of signs of unjustified assets and illegal enrichment.

Currently, the NACP is verifying declarations submitted for previous periods, but in May 2025, the first full verifications of declarations submitted for 2024 began. The list of persons whose declarations are being verified, as well as the results of the verifications, can be found here.

The NACP is constantly working to improve the Register of Declarations and financial control tools so that the process of submitting declarations is not burdensome and only declarations with high corruption risks are selected for verification.
