The NACP has summarized the results of 2025

The National Agency on Corruption Prevention (NACP) has summarized the results of 2025. Here are the NACP’s performance results in key areas:

  • Formation of State Anti-Corruption Policy. Over the past five years, Ukraine has finally completed the transition from a reactive anti-corruption policy, focused mainly on responding to individual critical challenges, to a systemic, progressive, and proactive data-driven model. Such a model involves not only holding perpetrators accountable but also establishing and implementing mechanisms for the effective functioning of public authorities, business processes, inspection activities, and the provision of administrative services that minimize or eliminate corruption at a systemic level.
  • Development of state anti-corruption policy. Last year, the implementation cycle of the Anti-Corruption Strategy for 2021–2025, the main strategic document in the field of prevention and countering corruption, was completed. Throughout 2025, the NACP conducted comprehensive work on preparing the draft of the new Anti-Corruption Strategy for 2026–2030, which aims to ensure continuity, consistency, and increased efficiency of anti-corruption reforms over the next five-year period.
  • Anti-Corruption Expertise and Strategic Analysis of Corruption Risks. In 2025, the NACP finally moved to the implementation of anti-corruption policy using a sectoral approach. This involves a comprehensive, cross-sectoral analysis of specific areas of public policy, taking into account the interconnections between regulatory frameworks, management decisions, and their application practices. In total, in the spheres of economy and law enforcement, recovery, and the socio-humanitarian sphere, the NACP analyzed over 3.9 thousand draft legal acts and conducted 117 anti-corruption expertises. Based on the results, the NACP provided recommendations for eliminating potential corruption abuses to the developers of the legal acts, more than 98% of which were taken into account.
  • Building integrity in defence and security. The focus of the NACP’s work is systemic efforts toward building integrity in the sector by implementing international security and defense standards and minimizing corruption risks; eliminating corruption-prone factors based on the results of anti-corruption expertise of draft legal acts, as well as coordinating and providing methodological assistance to anti-corruption commissioners in the security and defense sector.
  • Building Integrity in Local Government. A package of fundamental methodological tools for communities has been developed; the approval of anti-corruption programs has been resumed; and regional visits were conducted.
  • Full Verifications of Declarations. In 2025, the NACP completed 970 full verifications of declarations. Declarations were selected for full verification based on a risk-oriented approach, which made it possible to cover declarations submitted by officials from various fields and categories. According to the results of the verifications, 505 declarations (i.e., 56% of those completed) revealed inaccurate information amounting to UAH 3.8 billion, signs of illicit enrichment amounting to UAH 463.2 million, and unjustified assets worth over UAH 129 million.
  • Monitoring of lifestyle and control over the completeness of declarations. In 2025, the NACP conducted 247 lifestyle monitoring of declared subjects; 94 cases and substantiated conclusions with identified signs of acquisition of unjustified assets and illicit enrichment amounting to over UAH 1 billion 113 million were referred to law enforcement agencies.
  • Control Over the Timeliness of Declaration Submission. In 2025, the NACP referred 129 cases of intentional failure to submit declarations for pre-trial investigation; it also drew up 248 administrative offense protocols regarding the untimely submission of declarations. Furthermore, the Agency transferred information concerning an additional 10.9 thousand individuals who submitted declarations late to the National Police authorities for response measures within their competence.
  • Special Verifications of Public Servants. Throughout the year, the NACP processed nearly 16.7 thousand requests for special verifications. Based on the results, signs of inaccurate information amounting to UAH 3.55 billion were identified in the declarations of 1,272 candidates for office. As a result, 219 candidates were denied appointment to their positions.
  • Conflict of Interest. During the year, the NACP completed 258 monitoring and control measures regarding the implementation of legislative acts on ethical behavior and the prevention and settlement of conflicts of interest, which is 21% more than in 2024.
  • Audits of the Organization of Work on Corruption Prevention and Detection in State Bodies and Local Self-Government Bodies.
  • State Control in the Field of Political Party Financing. The NACP verified 100% of the submitted reports, specifically 1,170 reports from the central offices of political parties. The focus of the NACP's work in this area is on the prevention of violations, which has already yielded results. The number of violations detected by the NACP decreased compared to 2024. Thus, based on the results of the 2025 report verifications, violations were found in 279 political party reports (compared to 724 reports in 2024). Financial violations were established in 100 reports, meaning in almost every third report. Throughout the year, the NACP drew up 732 administrative offense protocols. Based on the review of these protocols, 582 decisions were issued, 417 of which resulted in a fine and/or confiscation of the contribution amount (72%). The total amount of administrative penalties in the form of fines in 2025 exceeded UAH 1 million 834 thousand, while the total amount of confiscated contributions to political parties was UAH 150.9 thousand.
  • Development of the Whistleblowing Institution. In 2025, the development of the whistleblowing institution in Ukraine reached a new level of consistency and international recognition. The NACP's priorities remained the actual protection of whistleblowers' rights and guarantees, the improvement of the regulatory framework, and the scaling of information and educational work. The Unified Whistleblower Reporting Portal remains the key tool of this infrastructure. During the year, over 3 thousand organizations connected to the Portal, bringing the total number of connected entities to over 11 thousand.
  • Lobbying. 2025 was a decisive year for the lobbying sphere, as the implementation of the Law of Ukraine “On Lobbying” was ensured. This law defined the legal foundations for developing a transparent and accountable lobbying culture and established rules for influencing the legislative process. The Transparency Register began its operations, with 132 lobbying entities registered as of January 1, 2026.
  • Work of the contact centre and guidance departments. In 2025, the NACP Contact Center received over 44 thousand calls and processed over 14.2 thousand electronic inquiries, providing consulting support to declarants and public servants. Additionally, NACP specialists provided over 2.1 thousand clarifications on issues of declaration and conflict of interest settlement, while user feedback helped improve the Register of Declarations and methodological materials.
  • Development and commissioning of the registries, information security improvements. The Transparency Register was created; a modernized version of the Unified State Register of Political Party Reporting on Assets, Income, Expenses, and Financial Liabilities - POLITDATA 2.0 - was launched.
