Results of the NACP's work in 2025: Lobbying institute

The year 2025 was decisive for the lobbying sector, as it was in this year that the Law of Ukraine ‘On Lobbying’ (the Law) was implemented, which defined the legal basis for the development of a transparent and responsible lobbying culture, established rules for influencing the legislative process, and ensured its accountability to society.

At the same time, the Department for Stakeholder Relations and Ensuring Adoption of Anti-Corruption Policy Acts of the National Agency on Corruption Prevention (NACP), which is directly responsible for the lobbying sector and worked on the creation of the Transparency Register (the Register)—an open public platform that collects, processes and publishes data on lobbying entities and their reporting, and is a key tool for ensuring the implementation of the Law—the year began with a significant challenge related to the termination of funding by a key international development partner.

However, in April 2025, the Digitalisation for Growth, Integrity and Transparency (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev, supported the funding of the Register, and the Department continued its work to ensure its creation.

On 1 September 2025, the Register was put into commercial operation. As of 1 January 2026, 132 lobbying entities were registered on the platform, 126 of which have active status.

The first campaign for reporting lobbying activities will continue until the end of January 2026 – as of 16 January, 18 reports have been submitted.

In 2025, the Department also ensured the development and state registration of the NACP order approving the Procedure for monitoring compliance with the requirements of the legislation on lobbying. The order came into force on 12 November 2025. The document standardises the monitoring procedure, which will contribute to legal certainty, optimisation, accountability, and transparency of the results of such a procedure. 

«2025 was the year when the foundations were laid for the formation of lobbying and a culture of ethical influence in Ukraine. Despite significant challenges at the beginning of the year, including the termination of funding for the creation of the Transparency Register, we managed to resume work in a short period of time and launch it on 1 September as a key tool for implementing the Law. Today, the Register is an open public platform that ensures accountability and transparency of lobbying activities. In 2026, our priorities remain raising awareness among stakeholders, preparing explanatory recommendations, improving legislation in the field of lobbying, and ensuring openness and effective interaction with the public,» emphasises Anastasiia Yezerska, Head of the Department of Stakeholders Engagement and Ensuring Adoption of Anti-Corruption Policy Acts

In 2026, the NACP plans to continue strengthening the institution of lobbying in Ukraine, in particular by:

  • ensuring greater awareness and competence among stakeholders in the area of transparent policies and ethical lobbying;
  • prepare and publish recommendations and explanations on the application of legislation on lobbying;
  • contribute to the improvement of legislation in the field of lobbying.
