Results of the NACP's work in 2025: Development and commissioning of the registries, information security improvements

The priority of the Department of Information Systems, Analytical Work, and Information Security of the National Agency on Corruption Prevention (NACP) in 2025 was the commissioning of a new state register of the Agency, as well as ensuring the operation and modernisation of those resources that are already in use.

Throughout 2025, the development of the Transparency Register continued, and as of September 1, it was put into industrial operation. Its launch marked the final stage of implementing the Law of Ukraine “On Lobbying.” It is an information and communication system that collects, protects, and displays data on lobbying entities and their reporting. In addition, NACP IT specialists ensured the creation and authorization of the Transparency Register’s information security system in accordance with the latest legislative standards. As the holder and administrator of the Register, the NACP exercises control over the accuracy and preservation of data.

As of July 1, 2025, the updated system “Unified State Register of Reports of Political Parties on Property, Income, Expenditures, and Financial Liabilities” became operational. The modernisation was carried out considering user needs and the suggestions of representatives of political parties. Within the scope of the update:

  • the functionality for submitting financial reports by representatives of political parties and for verifying reports by NACP analysts was improved;

  • the public part of the Register became more user-friendly and functional for the public and ensures transparency of political finances in Ukraine;

  • functionality for the submission and verification of reports of election funds in the elections of the President of Ukraine and People’s Deputies of Ukraine was implemented.

In the context of the hybrid war waged by Russia against Ukraine, the protection of state registers is a matter of national security, as they contain important data on citizens, state institutions, and finances, and cyberattacks against them are part of hostile attempts to destabilise the work of state authorities, undermine public trust, and cause harm to the state.

“Throughout 2025, thanks to the solutions implemented, the NACP strengthened its status as one of the most digitalised state authorities in Ukraine. All tools and services we implement are designed with a focus on long-term sustainability, user convenience, and compliance with modern security requirements, as trust in public decisions begins with trust in the data and systems that support them,” said Anna Kovtunenko, Head of the Department.
