The novelty of the State Anti-Corruption Program lies in its focus on the quality of state policy in the areas most affected by corruption - Andrii Vyshnevskyi
The National Agency on Corruption Prevention (NACP) plans to launch a special interactive information system that will allow to coordinate and monitor the implementation of the State Anti-Corruption Program for 2023-2025 (the Program). It will be a special portal with convenient functions, which will enable the Program executors to effectively manage its implementation, and civil society to monitor the progress of program implementation. This was announced by the Deputy Head of the NACP Andrii Vyshnevskyi during the presentation of the State Anti-Corruption Program for 2023-2025 “Road to a Future without Corruption: Step-by-Step Guide”, which took place on April 5. According to him, public organizations and experts will be able to comment in the monitoring system on the state of implementation of each of the more than 1,000 Program measures. The NACP will assist the executors in the implementation of the Program, as well as monitor and evaluate the implementation of the Anti-corruption Strategy and the Program as a whole. The focus of the new Anti-Corruption Strategy and the State Anti-Corruption Program for its implementation is aimed precisely at preventing corrupt practices at the level of state policy formation in various spheres of public life, primarily those where citizens and businesses most often encounter corruption. "Victory has two components: the task of military defeat of the enemy and the development of stable democratic institutions. For both constituents, freedom from corruption is critical. A combination of efforts to prevent corruption and the inevitability of punishing it is important. Without effective prevention, the fight against corruption cannot be effective, and even the number of imprisonments will not indicate that corruption has been overcome. The novelty of the Program lies precisely in the fact that for the first time it contains a component related to the prevention of corruption in key sectors of state policy - at the initial stage of its formation", -  said Andrii Vishnevskyi. Among the priority areas defined in the Anti-Corruption Strategy and the State Anti-Corruption Program:
  • fair court, prosecutor's office and law enforcement agencies;
  • state regulation of Economy;
  • customs affairs and taxation;
  • public and private sectors of the economy;
  • construction, land relations and infrastructure; defense;
  • health care, education, science and social life.
The Program is aimed at solving 73 important problems identified by the Anti-Corruption Strategy; achieving 272 expected results. The program envisages more than a thousand measures, which will be implemented by more than 90 authorities. Most of the measures have been assigned to the NACP, the Ministry of Justice, the Ministry of Economy, the Ministry of Finance, the Ministry of Defense, and the Ministry of Health. The Deputy Head of the NACP noted that the Program applies to all authorities. "This is not only a document of the NACP or NABU; it involves the entire system of executive authorities and justice", -  Andrii Vishnevskyi noted. He emphasized that the implementation of Program measures will help significantly improve the lives of citizens and the work of businesses. "At the state level, the implementation of the Program will ensure the high efficiency of the state anti-corruption policy; reducing the level of tolerance of corruption by society; improvement of the investment climate; transparent post-war reconstruction of the state", -  concluded Andrii Vishnevskyi. In addition, implementation of the State Anti-Corruption Program will make it possible to save more than UAH 200 billion annually due to detinization of the economy. The presentation of the Program took place on April 5 with the support of the EU Anti-Corruption Initiative (EUACI) — the leading anti-corruption program in Ukraine, financed by the EU, co-financed and implemented by the Ministry of Foreign Affairs of Denmark. International partners, executors of the Program, high-ranking Government officials, representatives of the anti-corruption infrastructure and public organizations took part in the Program discussion.
