The National Agency on Corruption Prevention (NACP) included the largest Chinese construction contractor in the Russian Federation, China State Construction Engineering Corporation (CSCEC), on the list of international sponsors of the war.
CSCEC implements large-scale investment projects in Russia. Its subsidiary company "Kitaystroy" LLC is one of the contractors of "Moscow-City" MMDC, "Baltiyskaya Zhemchuzhina" Residential Complex, "Greenwood Business Park", "Nevsky Center Stockmann" Shopping Center, Tigre De Cristal Casino, "Bashnya Federatiski" MMDC and IFC "Chinese Business Center "Park Huamin".
They were also involved in the implementation of the projects "In-house management, installation of pyrolysis of mixed raw materials" at the Amur gas-chemical complex and "Museum and theater-educational complex" in Vladivostok.
"Kitaystroy" LLC is working on expanding its presence in Russia and, in particular, entering the housing construction market in Moscow, St. Petersburg, and Vladivostok. The company plans to receive new projects: from private housing to industrial and infrastructure projects. According to the agreements with the Ministry of Construction of the Russian Federation, "Kytaistroy" also intends to participate in the replacement of Western construction equipment with Chinese counterparts. In August 2022, the first deputy head of the Ministry of Construction of the Russian Federation Oleksandr Lomakin met in Moscow with representatives of CSCEC, the parties discussed the diversification of the supply of building materials and agreed on cooperation.
Unfortunately, despite the full-scale invasion of the terrorist state in Ukraine, the CSCEC company not only continues its work in Russia, but also holds meetings with representatives of the Russian government regarding the expansion of its presence in the construction market of Russia, which means supporting and sponsoring terrorism.
The role of NACP in sanctions policy is defined in the Individual Sanctions Roadmap developed by the Stanford International Working Group on Russian Sanctions.
To the list of international sponsors of the war, the NACP has already included the companies Procter&Gamble, OpenWay Group, Danieli, TMS Tankers Ltd., Minerva Marine Inc., Thenamaris Ships Management, Delta Tankers Ltd., Dynacom Tankers Management Ltd., Leroy Merlin, ComNav Technology, Mondi Group/ Mondi PLC, eKassir, Liberian International Ship & Corporate Registry, Bonduelle, Auchan Holding, Metro Cash & Carry, Buzzi Unicem, Yves Rocher and Raiffeisen Bank International.
