Transparency Register: the most popular lobbying areas are economic development, regulatory, legal, financial, tax, and customs policies

Law of Ukraine "On Lobbying" came into force at the beginning of September. Simultaneously, the National Agency on Corruption Prevention (NACP) put its key implementation tool, the "Transparency Register" (hereinafter – the Register), into industrial operation. The Register is an open public platform that collects, processes, and discloses data on lobbying subjects and their reporting.

As of September 30, 2025, 73 lobbying subjects were registered in the Register, of which 39 are legal entities (113 individuals can lobby on their behalf) and 34 are individuals. One person ceased the status of a lobbyist. Thus, a total of 147 lobbyists can influence decision-making in the country.

Among the legal entities registered in the Register are, in particular:

  • Limited Liability Companies (LLCs) – 16;
  • Associations – 8;
  • Joint-Stock Companies – 5;
  • Attorneys’ Associations – 3;
  • Unions of Public Associations – 3;
  • Public Unions – 2;
  • Other organizational and legal forms – 2.

The most popular lobbying areas are:

  • Economic development, regulatory policy, and property; legal policy; financial, banking, tax, and customs policies – 54 lobbying subjects;
  • Law enforcement activities – 53 subjects;
  • Innovations and digital transformations. This area is planned to be lobbied by 49 subjects;
  • Transport, communication, and infrastructure – 47 subjects;
  • Environmental policy and nature management; agrarian and land policy – 45 subjects;

The smallest number of subjects chose the area "Youth and Sports" – 26 lobbying subjects.
