Two years of operation of the Whistleblower reporting portal: outcomes, challenges and prospects

On September 6, 2025, it will be two years since the National Agency on Corruption Prevention (NACP) launched the Unified Whistleblower Reporting Portal (the Portal). During this time, the Portal has proven its effectiveness as an important state digital tool for safely and confidentially reporting corruption.

Two-year performance highlights:

  • Over 10,800 organizations are now connected to the system.
  • Nearly 7,000 reports have been submitted through the Portal: 55.6% via regular channels, 37.6% internal, 1.3% external and 5.4% through other means.
  • 138 individuals have been officially granted whistleblower status.

User feedback
In 2025, NACP surveyed representatives of 112 organizations using the Portal. The results confirmed its high effectiveness, with an average rating of 8.1 out of 10. The Portal has been recognized as a convenient and effective tool.

At the same time, the survey identified areas for further improvement:

  • Interface modernization and development of a mobile version.
  • Adaptation for visually impaired users.
  • Enhancement of search and analytical modules.
  • Expansion of functionality with additional roles and electronic document management features.
  • Simplification of report submission forms and provision of interactive instructions for users.
  • Creation of a feedback mechanism for whistleblowers and inter-organizational communication.

Based on authorized users’ suggestions, NACP is currently developing a mechanism to automatically connect new organizations and update data for existing ones (e.g., in case of a change of head or address). This tool will become available after testing and updating the relevant regulations governing the Portal.

“Over two years, the Portal has become not only a technical tool but also a key factor in fostering a culture of whistleblowing and intolerance of corruption in Ukraine. Its further development and modernization, combined with consistent legislative reforms, will create a robust mechanism to ensure reliable protection of whistleblowers’ rights and contribute to systematic reduction of corruption. These steps are part of Ukraine’s strategic alignment with EU Directive 2019/1937 and an important step toward European integration,” said NACP Deputy Head Serhii Hupiak.

Significant advancements have been made not only in the Portal’s digital metrics but also in establishing the whistleblowing institution itself. NACP implemented a mechanism for whistleblower reward payments, proposed legislative changes to streamline this process and received positive evaluations from international partners, including the OECD. This demonstrates the transition of the whistleblowing institution in Ukraine from formation to systemic development.

The Portal, launched on September 6, 2023, allows citizens to report corruption while ensuring anonymity and confidentiality. Under Article 531 of the Law of Ukraine “On Prevention of Corruption,” all state authorities, local governments, public law entities and other organizations specified in Article 62 are required to connect to the Portal.

To make the Portal even more user-friendly, NACP has prepared a new guide for whistleblowers. It provides step-by-step instructions for submitting reports, explains legal protections, and offers guidance for various real-life scenarios. This practical tool helps anyone report corruption effectively and safely.
