The organisations connected to the Unified Whistleblower Reporting Portal (the Whistleblower Portal) assessed its convenience and efficiency. The average score was 8.1 out of 10 possible points.
This is evidenced by the results of a survey of employees of authorised units (authorised persons) for the prevention and detection of corruption conducted by the National Agency on Corruption Prevention (NACP) in 2025. Representatives of 112 organisations took part in the survey, including: 19 ministries (17.9%), 68 central executive authorities (60.7%), and 24 regional administrations (21.4%).
The majority of respondents (over 98%) are authorised users of the Portal, and about 70% confirmed that their subordinate institutions are also connected to the system.
The scores for the convenience and efficiency of reporting corruption through the Portal were as follows:
- 10 points - 31 (27.7%)
- 9 points - 15 (13.4%)
- 8 points - 16 (14.3%)
- 7 points - 10 (8.9%)
- 6 points - 4 (3.6%)
- 5 points - 10 (8.9%)
- 4 points - 2 (1.8%)
- 3 points - 2 (1.8%)
Another 22 organisations (19.6%) did not provide an assessment due to the lack of practical experience with the Portal.
The average score (8.1) indicates a positive user experience and confirms the effectiveness of the Single Whistleblower Reporting Portal as an effective tool in the field of anti-corruption policy.
At the same time, the survey revealed a number of areas for further improvement of the Portal's functionality. Users provided the following key suggestions:
- Modernisation and optimisation of the interface, including development of a mobile version and adaptation for the visually impaired, as well as improvement of search and analytical modules;
- adding additional user roles and elements of electronic document management;
- improving the notification form and the mechanism for sending notifications to organisations;
- expanding the Portal as a single mechanism for recording and processing notifications, including those received through regular channels (notifications to law enforcement agencies and the NACP);
- correcting technical deficiencies and simplifying the process of entering information;
- developing a mechanism to prevent spam;
- improving the application form, including simplification of the Legal Qualification section and introduction of additional tips for applicants;
- publishing interactive instructions and informative materials on whistleblower protection;
- limiting the possibility of sending reports to bodies that do not have the authority to consider them;
- secure feedback to whistleblowers and communication between organisations in the context of whistleblowing.
"We want the Portal to be the most convenient, effective and secure tool for reporting corruption. It is the professional opinion of authorised users that allows us to objectively assess the current level of the system and determine what needs to be improved. The overall positive assessment of the Portal's performance based on the survey results proved its effectiveness, while the respondents' answers also allowed us to identify specific vectors for further development. All recommendations received from the respondents on optimising and expanding the Portal's functionality will be taken into account during its modernisation,' said Serhii Hupiak, Deputy Head of the NACP.
The survey was conducted in accordance with subpara. 1.6.2.1.5 of the State Anti-Corruption Programme for 2023-2025.
As a reminder, on 6 September 2023, the NACP launched the Unified Whistleblower Reporting Portal, where citizens can report corruption. Its functionality ensures anonymity and confidentiality of whistleblowers. In accordance with the requirements of part 1 of Article 531 of the Law of Ukraine ‘On Prevention of Corruption’, all state bodies, local self-government bodies, legal entities under public law and legal entities specified in part 2 of Article 62 of this Law (over 92 thousand) must connect to it. As of 1 April 2025, more than 8.5 thousand organisations were connected to the Portal, more than 5.4 thousand reports were submitted, and more than 100 people received the status of a whistleblower. According to the Analytics section of the public part of the Portal, the majority of reports (56.1%) were submitted through regular channels, 38.9% - through internal channels, and 0.6% - through external channels. Another 4.4% were reported through other channels.
