Over 634 thousand public servants filed declarations for 2025

More than 634 thousand declarations for 2025 were submitted by public servants to the Unified State Register of Declarations of persons authorised to perform the functions of the state or local government (Register of Declarations) during the declaration campaign that ended on March 31, 2026.

Among them, 137 declarations were submitted by top officials of ministries, more than 46.7 thousand by officials of categories "A" and "B" (public servants holding leadership positions), more than 4.8 thousand by judges and 20.2 thousand by prosecutors, investigators and interrogators, as well as more than 110 thousand by local government officials.

The geography of submitting declarations covers all regions of Ukraine. The largest number of declarations was submitted by officials from Kyiv and northern regions (183 thousand), as well as western regions (172 thousand). From central regions, 150 thousand declarations were submitted, from southern – 84 thousand, from eastern – 45 thousand.

As in previous years, the dynamics of submitting declarations increased closer to the end of the campaign. Specifically, about 20 thousand declarations were submitted in January, almost 153 thousand in February, and more than 461 thousand in March.

During the last two weeks of March, on average, more than 18 thousand declarations per day were submitted on working days, while at the beginning of March, this figure was about 13.5 thousand. On weekends, the submission of declarations traditionally slowed down, on average, to about 8 thousand declarations per day.

On the last day of the campaign, March 31, more than 15.6 thousand declarations were submitted, while the record figure of this year - almost 24 thousand - was on March 30.

An important element of the campaign was the further implementation by the National Agency on Corruption Prevention (NACP) of digital tools that simplify the declaration process and improve data quality. In particular, more than 318.5 thousand declarants, i.e., every second one, generated the "Data for Declaration" certificate. In total, for 2021–2025, this tool was used more than 1 million 163 thousand times.

"Financial control is one of the key mechanisms for building trust in the state, as well as an important element of prevention. The NACP's task is to make the system as accurate as possible, convenient for declarants and at the same time effective in identifying real risks and violations. Electronic declaration has been ongoing for 10 years, during which time declarants have learned to calculate and display their assets, and society has analysed this data and noted the accountability of the authorities," noted the Head of the Agency Viktor Pavlushchyk.

Throughout the entire campaign, the NACP provided continuous support to the subjects of the declaration. Experts from the NACP contact center provided over 32 thousand consultations, of which more than 21.9 thousand were by phone and 10.2 thousand through other communication channels, including email.

The NACP also focused on educational support for declarants. Within the declaration campaign, Agency specialists conducted dozens of training events in various formats — from seminars and thematic programs to large-scale webinars. The training sessions were attended by People's Deputies of Ukraine, civil servants, judges, local government officials, representatives of law enforcement agencies, the medical field, and anti-corruption officers. Among the key events was the seminar "Electronic Declaration 2026: Key Rules and Practical Tools," which was joined by about 30 thousand participants.

A special focus was placed on sectoral training: specialised webinars were held for representatives of the healthcare sector, as well as the judiciary.

The online course "Declare Yourself" on the Study.NAZK educational platform is in high demand, having been successfully completed by 48 thousand people.

We remind you that in case of errors in the declaration, public servants have the opportunity to submit a corrected declaration within 30 days from the moment of submission. 

In the future, all declarations will undergo risk assessment using logical and arithmetic control, which will allow full checks to be concentrated on the highest-risk declarations. Declarations with a low risk rating will be able to undergo automated verification.
