SAPO Prosecutor files lawsuit to confiscate unjustified assets of Zakarpattia tax official

A prosecutor from the Specialized Anti-Corruption Prosecutor's Office (SAPO) has filed a lawsuit with the High Anti-Corruption Court (HACC) to recognise assets used by a Zakarpattia tax official as unjustified. The lawsuit is based on materials provided by the National Agency on Corruption Prevention (NACP), the State Bureau of Investigation (SBI), and evidence gathered by the prosecutor.

The case involves a 2022 TOYOTA LAND CRUISER purchased in 2023 for over UAH 3.3 million by a senior state inspector of the Uzhhorod Tax Debt Management Department of the Main Directorate of the State Tax Service in Zakarpattia Oblast. Although the vehicle was registered in the name of a close relative, gathered evidence indicates that the tax official was its actual user.

Additionally, between 2021 and 2025, more than UAH 845 thousand from third parties was deposited into his bank accounts. These funds also bear signs of being unjustified assets.

Following an analysis of the official's and his family's income and expenditures, the NACP established a lack of lawful sources for acquiring these assets, pointing to their unjustified nature.

To prevent the unlawful disposal of the property while the case is pending, the court has placed the designated assets under arrest.

As a reminder, a SAPO prosecutor recently filed a similar lawsuit based, in part, on a full asset declaration verification by the NACP against the Deputy Head of the Tax Risk Detection and Processing Department of the Main Directorate of the State Tax Service in Lviv Oblast, who was found to possess unjustified wealth exceeding UAH 4.4 million.

Notably, systematic monitoring and enhanced oversight of officials' assets in high-risk corruption sectors (specifically within the tax and customs services, public procurement, and energy sectors) remain top priorities for the National Agency, aligned with Ukraine's commitments to the International Monetary Fund (IMF).

Furthermore, all these sectors (tax, customs, public procurement, and energy) are included among the 16 priority areas of the draft Anti-Corruption Strategy for 2026–2030. The strategy outlines a series of initiatives for each sector, the future implementation of which will allow Ukraine to significantly reduce corruption levels in each field.
