The Government amended the State Anti-Corruption Program for 2023-2025

On October 18, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 1194, which introduced comprehensive changes to the State Anti-Corruption Program for 2023-2025 (SAP).

The key reasons for the amendments include the need to adjust state policy priorities due to martial law, redistribution of powers of the authorities, and a shortened period of implementation of the SAP.

The adopted amendments are the result of joint constructive work of 85 bodies that reached a consolidated position during 30 expert meetings.

These changes:

  • synchronize the Program with other state strategic and planning documents;
  • take into account time, expert and other resource constraints, as well as the conditions and priorities dictated by martial law;
  • update the sources of funding, enabling wider involvement of international technical assistance funds.

“The amendments approved by the Government will ensure faster and more efficient implementation of the measures of the State Anti-Corruption Program for 2023-2025 and the Anti-Corruption Strategy for 2021-2025, which will significantly reduce the level of corruption in Ukraine. Implementation of the updated SAP measures will create preconditions for eradicating widespread corruption practices in the most corruption-affected areas, primarily through the implementation of sectoral reforms,” said Dmytro Kalmykov, Deputy Head of NACP.

Every citizen can track how the authorities are implementing anti-corruption measures in various areas thanks to the modern information system for monitoring the implementation of the state information policy.

As a reminder, the Government approved the Anti-Corruption Action Plan on March 4, 2023. SAP covers measures in 15 areas to reduce corruption and ensure integrity. In particular, in judicial proceedings, defense, law enforcement, state regulation of the economy, customs and taxation, urban planning and land management, corporate governance of state-owned enterprises, education, healthcare, social protection, etc. In addition, the document provides for the introduction of 63 new digital products that will significantly reduce the possibilities for any abuse.
