The OECD highly appreciated Ukraine's achievements in anti-corruption policy
The Ukrainian delegation headed by Iaroslav Liubchenko, Deputy Head of the National Agency on Corruption Prevention (NACP), took part in the presentation of the Report on the 5th Monitoring Round of the Istanbul Anti-Corruption Action Plan. The report was devoted to the challenges and achievements of Ukraine in various areas of anti-corruption and building integrity in 2022 and the first half of 2023. Ukraine received high marks from the OECD in five areas:
  • Anti-corruption policy
  • Asset declaration
  • Independence of the judiciary
  • Specialized anti-corruption institutions
  • Liability for corruption offenses
"Building integrity and good governance is key to Ukraine's approximation to OECD standards and our future membership in the organization. There is still a lot of work to be done, but the positive assessment of our report by the OECD representatives is another step on this path," said Iaroslav Liubchenko, Deputy Head of the NACP.
In the near future, the report will be published and submitted to Ukraine for consideration of its recommendations. Deputy Chief of Staff of the NACP, Oleksandr Starodubtsev, delivered a speech at an OECD roundtable on integrity in higher education. Mr. Starodubtsev spoke about Ukraine's key achievements in this area, in particular the introduction of external independent evaluation, legislative implementation of academic integrity, the creation of the National Agency for Higher Education Quality Assurance, an updated model for preventing corruption in universities, and much more.
"These are just a few examples of what we have achieved in curbing corruption and promoting integrity in higher education in Ukraine. Despite the relentless attempts of the terrorist state of Russia to impede our progress, it is extremely important that we continue to develop a culture of integrity at the level of educational processes. After all, a nation with integrity is a successful nation," said Oleksandr Starodubtsev.
In the summer of 2022, the Prime Minister of Ukraine, Denys Shmyhal, submitted an application for Ukraine's accession to the OECD. The NACP plays an active role in the process of Ukraine's integration into the organization. The OECD unites 37 of the world's most developed countries. The purpose of the OECD is to create the best solutions for public policies that will promote economic prosperity, equal opportunities, and welfare.
