Civil forfeiture: assets worth almost UAH 7 million of the Head of the Regional Service Center of the Ministry of Internal Affairs are recovered for the State

20.09.2024

The High Anti-Corruption Court (HACC) upheld a claim filed by the Specialized Anti-Corruption Prosecutor's Office (SAPO) based on materials from the National Agency on Corruption Prevention (NACP) and confiscated assets worth almost UAH 7 million from the head of the Territorial Service Center of the Ministry of Internal Affairs (MIA) Main Service Center in Dnipropetrovs'k region.

The assets in question include UAH 4.6 million in cash and a Škoda Kodiaq worth over UAH 2 million.

The NACP detected signs of the acquisition of unjustified assets worth more than UAH 6.9 million while monitoring the official's lifestyle, taking into account materials collected during the pre-trial investigation by the Specialized Prosecutor's Office of the Eastern Region and the Investigation Department of the Main Department of the National Police in Dnipro region.

In his explanations, the official attempted to prove that part of the USD 90,000 cash seized from his house was his own. He claimed that this amount was lent to him by third parties. However, the NACP found that the lenders did not have sufficient funds from legal sources.

In addition, the NACP discovered that the Škoda car, purchased by the service center employee's son at the end of 2023, was acquired on behalf of his father. Such actions by the official indicate an intention to conceal the real circumstances of the vehicle purchase.

According to Article 65-1 of the Law of Ukraine “On Prevention of Corruption,” a person authorized to perform the functions of the state or local self-government in respect of whom a court decision to recognize assets as unjustified and recover them for state revenue has entered into force is subject to dismissal in accordance with the procedure established by law.

Earlier, based on the NACP's materials, the HACC recovered UAH 8.6 million worth of assets from a customs clearance officer (Fastiv) of the Pivdennyi customs post of the Kyiv Customs of the State Customs Service of Ukraine.
