Full audits of declarations in March: NACP reveals violations worth over UAH 234 million

In March 2025, the National Agency on Corruption Prevention (NACP) completed 73 full audits of declarations selected under the new risk-based approach.

Violations were found in 38 declarations, or 52% of the completed declarations. In particular, signs of false information were found in 36 declarations worth over UAH 222 million. In addition, two declarations revealed signs of unreasonable assets worth over UAH 12 million.

In March 2025, NACP submitted 45 substantiated conclusions to the competent authorities on the detection of signs of a corruption or corruption-related offence, which is punishable under Article 366-2 of the Criminal Code of Ukraine ‘Declaration of false information’.

In addition, NACP drew up and sent to court a report on an administrative offence under Part 4 of Article 172-6 of the Code of Administrative Offences against the Head of the State Service of Ukraine for Food Safety and Consumer Protection in Kyiv, who failed to disclose information about his wife's apartment and land plot in his 2022 declaration.

Top 10 violations based on the results of full audits completed in March

A Ukrainian MP's declaration for 2023 contained signs of inaccurate information worth more than UAH 3.6 million. The substantiated conclusion was sent to the Office of the Prosecutor General of Ukraine.

In the declarations of a judge of the Samarskyi District Court of Dnipropetrovs‘k for 2022-2023, signs of false information worth more than UAH 4.1 million were found. The substantiated conclusions were sent to the National Anti-Corruption Bureau of Ukraine (NABU).

The declaration of the former Head of the Public Procurement Sector of the Ministry of Foreign Affairs for 2023 contained signs of inaccurate information worth over UAH 7.6 million. The substantiated conclusion was sent to the National Police of Ukraine (NPU).

The declaration of the former Director of the Department of Information Technology of the State Judicial Administration of Ukraine for 2023 contains signs of false information worth more than UAH 1.7 million. The substantiated conclusion was sent to the NPU.

In the declarations of a deputy of the Dnipro Regional Council for 2021-2022, signs of false information were found in the total amount of over UAH 37.9 million. The substantiated conclusions were sent to the NABU.

In the declaration of a deputy of the Zakarpattia Regional Council for 2023, signs of false information were found in the amount of over UAH 19 million. The substantiated conclusion was sent to the NABU.

A former deputy of the Poltava District Council ‘s declarations for 2022-2023 revealed signs of unreasonable assets worth over UAH 12.4 million and signs of unreliable information worth over UAH 26.4 million; the NPU attached the audit materials to the criminal proceedings, and the materials on the established signs of unreasonable assets were sent to the Specialised Anti-Corruption Prosecutor's Office (SAPO).

In the declarations of a deputy of Kryvyi Rih City Council for 2022-2023, the NPU found signs of false information worth more than UAH 27.8 million. The substantiated conclusion was sent to the NPU.

In the declaration of a deputy of the Khmelnytskyi City Council for 2023, signs of false information worth more than UAH 15.1 million were found. The NPU initiated criminal proceedings.

The declaration of a deputy of the Kryvyi Rih City Council for 2023 contained false information worth over UAH 11 million. The NPU initiated criminal proceedings.

Since the beginning of the year, pre-trial investigation agencies have initiated criminal proceedings based on 46 substantiated NACP conclusions, and seven indictments have been sent to court. The NPU also served a notice of suspicion of committing an offence under Art. 366-2 of the Criminal Code of Ukraine to the Deputy Head of the Department of the Main Department of the StateGeoCadastre in Kyiv region under Part 1 of Art. 366-2 of the Criminal Code of Ukraine for failure to disclose information in the declarations for 2021, 2022 and 2023 totalling almost UAH 11 million.

In addition, the court ruled that the First Deputy Mayor of Cherkasy concealed from declaration in 2021 a residential building used by a member of his family. The official categorically denied this, but nevertheless submitted an amended declaration based on the results of a full inspection, in which he indicated such an object. The process lasted from July 2024. The lawyer's appeal to close the proceedings for lack of evidence was not granted. However, the proceedings were closed due to the expiry of the administrative penalty.

The results of the full audits show that the application of a risk-based approach to the selection of declarations for full audit had a positive impact on the efficiency of their conduct.

Among all completed full audits of declarations, violations were found in declarations submitted by representatives of

  • local self-government bodies - in 55 cases (including 34 local council deputies, 14 regional council deputies; one deputy head of the regional council, two heads of city councils and one head of a village council, one deputy mayor and two employees of city councils' staff);
  • representatives of regional and district state administrations - four (one head of district state administration, one deputy head of regional state administration and two employees of the military administration);
  • National Police officers - nine;
  • representatives of the judiciary - three (one of them is a judge);
  • State-owned enterprises - five (including three heads, one acting head and one deputy head);
  • pre-trial investigation bodies - two;
  • legislative bodies - two MPs;
  • military medical commissions - one;
  • territorial recruitment and social support centres - five;
  • medical and social expert commission - four;
  • Customs and Tax Service - six (three customs officers and three tax officers).

In addition, the facts of declaring false information were confirmed:

  • in 10 out of 12 completed audits - officials of Kyiv region (83.3%);
  • in 20 out of 26 completed audits - officials of Dnipropetrovska oblast (76.9 %);
  • in 7 out of 10 completed inspections - of officials in Rivne region (70 %);
  • in 6 out of 9 completed inspections - of officials in Zakarpattia region (66.6 %);
  • in 5 out of 8 completed inspections - officials from Poltava region (62.5 %);
  • in 5 out of 8 completed inspections - officials from Khmelnytskyi region (62.5 %);
  • in 10 out of 17 completed inspections - officials from Odesa region (58.8 %);
  • in 8 out of 16 completed inspections - officials from Kharkiv region (50 %);
  • in 6 out of 13 completed inspections - officials of Vinnytsia region (46 %);
  • 17 out of 66 completed verifications of declarations of Kyiv city officials (25.7%).

Important: the start of a full verification does not mean that the declarant has committed a corruption or corruption-related offence. If the results of the inspection reveal violations, the NACP takes measures to bring the person to justice in accordance with the law.

If there are grounds, the materials are transferred to the pre-trial investigation authorities, as well as to the SAPO for consideration of civil forfeiture of unjustified assets.
