NACP has launched the development of a new Communication Strategy in the field of preventing and combating corruption with the involvement of key stakeholders

The National Agency on Corruption Prevention (NACP) has begun work on the draft Communication Strategy for the prevention and combating of corruption for 2026–2030. The Agency’s communications team has already held a series of consultations involving representatives of civil society organizations, media, and communication specialists from both the public and private sectors. This approach allows for the consideration of diverse perspectives and the integration of expertise to develop practical and effective solutions in the field of anti-corruption communication.

The main goal of the consultations is to jointly establish the priorities of the upcoming Strategy, which will correspond to the current context: the conditions of the full-scale war, national security challenges and post-war reconstruction tasks.

Stakeholders involved in the discussions emphasized that anti-corruption communication should be understandable to citizens, contribute to increasing trust in institutions and demonstrate tangible results. At the same time, it is important to avoid creating the perception of “total and hopeless” corruption, which often arises under the influence of media discourse following investigative reports. Such a portrayal is exploited by adversaries as a propaganda tool to destabilize the situation, incite social tension and distrust within the country and discredit Ukraine internationally.

Based on all consultations, a number of key initiatives have been identified, which will form the basis of the new Strategy. These include a focus on results (from actual punishments and civil confiscation of illegally acquired assets to risk mitigation through digitalization and deregulation); building communication around visualization and real success stories that demonstrate the impact of anti-corruption mechanisms on society; the necessity of coordinating messages across all government bodies to avoid manipulation and strengthen communication effectiveness; and engaging diverse target audiences to promote a culture of integrity in society and scale up educational and awareness campaigns.

NACP expresses gratitude to all partners for their active participation and contribution to the development of the draft Strategy. The collected proposals will serve as the foundation for the final document, ensuring a systematic and coordinated approach to communication in the field of corruption prevention and combating.

After the draft Strategy is developed, discussions on the content of the document will continue in the format of public consultations and official approvals with state bodies co-implementing the Strategy’s measures.

The current Communication Strategy in the field of preventing and combating corruption until 2025 was approved by the Cabinet of Ministers of Ukraine on December 22, 2023, in implementation of the State Anti-Corruption Program (SACP).

The implementation of the Strategy has enabled coordinated explanatory work on how the anti-corruption infrastructure operates, how decisions of government bodies can be monitored, how to use electronic services as an alternative to corrupt practices, and how to participate in reporting corruption. In cooperation with partners, the NACP conducts information campaigns, educational events, and implements media projects that contribute to fostering a culture of integrity among citizens and public officials.

The development of the new Strategy for 2026–2030 is a logical continuation of this work.
