The Open Government Awards recognized NACP for developing a comprehensive system for implementing the Anti-Corruption Strategy and Information system for monitoring the implementation of the state anti-corruption policy

09.10.2025

The National Agency on Corruption Prevention (NACP) received the Open Government Awards for developing a system for implementing the Anti-Corruption Strategy and, specifically, the Management Information System for the Implementation of the State Anti-Corruption Policy (ISM SACP) as a tool for promoting the values of transparent governance and engaging democratic society in it. The award ceremony took place during the Ninth Open Government Partnership Global Summit (OGP).

“The ISM SACP is a unique tool that has no analogues in the world. This monitoring system embodies the role of civil society as a guarantor of democratic values and transforms it into an equal subject of control that corrects the actions of the authorities,” stated Viktor Pavlushchyk, who received the award on behalf of the Agency.

For reference:

ISM SACP is a modern, round-the-clock platform that allows every citizen to join the process of monitoring the SACP and provide their "feedback" on the implementation of any of the 1,135 SACP measures. Each such feedback automatically reaches the implementers and co-implementers of the measure, up to the ministerial level, and is subject to mandatory thorough review by authorized NACP officials. In certain cases, feedback can serve as a basis for changing the status of an already conducted monitoring review.

The Ninth Open Government Partnership Global Summit, which brought together 2,000 high-ranking government officials, civil society leaders, and policymakers from around the world, took place in Vitoria-Gasteiz, Spain. The summit was dedicated to sharing experiences and best practices in the field of transparent governance. Participants discussed the main challenges to democracy globally and presented effective mechanisms for increasing transparency and trust in governmental and state institutions. The implementation of this Initiative, coordinated by the Department of Information and Public Relations of the Cabinet of Ministers Secretariat, unites the efforts of the Government and civil society institutions, as well as international organizations, to realize ambitious transformations. Previous OGP Global Summits were held in Canada, Georgia, Estonia, France, Korea, Mexico, the United Kingdom, and Brazil.

This year, Ukraine won within the framework of the Open Government Partnership (OGP) commitments, which cover ten priority themes: from anti-corruption and civic space to digital governance, fiscal openness, justice, and climate. In total, over 160 projects were submitted as part of the initiative.
