The second reporting campaign on lobbying activity has concluded: the number of lobbying subjects and clients more than doubled

The second reporting campaign on lobbying activity ended on August 1, 2026. As of the end of the reporting period, 202 lobbying entities were registered in the Transparency Register, of which 98 are legal entities (including three foreign ones), and 104 are individuals. Among them, 174 entities (86.1%) continue to carry out lobbying activities, five individuals suspended them, and another 23 terminated them.

Based on the results of the reporting campaign, lobbying entities indicated in their reports for the first half of 2026:

  • 624 lobbying subjects — regulatory legal acts that were influenced;

  • 277 lobbying targets — state authorities, local self-government bodies, and other entities authorised to adopt regulatory legal acts;

  • 505 officials who were approached by lobbyists;

  • 1,216 interactions, including 335 meetings, 275 events, and 606 other forms of communication;

  • 24 agreements on the provision of lobbying services;

  • 545 clients and beneficiaries of lobbying.

Compared to the first reporting campaign, the number of lobbying subjects indicated in the reports more than doubled — from 298 to 624. The number of agreements on the provision of lobbying services increased from 10 to 24, and the number of clients and beneficiaries grew from 168 to 545.

The highest number of interactions during the reporting period was recorded with representatives of the Verkhovna Rada of Ukraine — 476. The top five bodies with which lobbyists interacted most frequently also included:

  • Ministry of Economy, Environment and Agriculture of Ukraine — 166 interactions;

  • Ministry of Health of Ukraine — 72 interactions;

  • Ministry of Digital Transformation of Ukraine — 50 interactions;

  • Cabinet of Ministers of Ukraine — 48 interactions.

A total of 185 lobbying entities were required to submit a report for the first half of 2026. Of these:

  • 153 entities (82.7%) submitted reports within the statutory deadline — by July 31, 2026, inclusive;

  • 1 entity submitted a report after the established deadline;

  • 31 entities (16.8%) failed to submit a report.

At the same time, legal entities proved to be more disciplined: 89.1% of them submitted reports on time, while among individuals, this figure stood at 76.3%.

It should be noted that the Code of Ukraine on Administrative Offenses provides for liability for failure to submit or late submission of a lobbying report to the Transparency Register. Such violations entail a fine ranging from 50 to 100 tax-free minimum incomes of citizens, and for a repeated violation within a year — from 300 to 400 tax-free minimum incomes of citizens with a prohibition on carrying out lobbying activities for a period of one year.

The National Agency on Corruption Prevention, within the scope of its powers, will take measures to bring to administrative liability persons who failed to submit a lobbying report within the statutory deadline.

As a reminder, the report on lobbying activity is submitted twice a year — by January 31 and by July 31. You can review the submitted reports in the public section of the Transparency Register, and detailed statistics are available in the "Dashboards" section by selecting the relevant reporting period.
