Based on evidence provided by the National Agency on Corruption Prevention (NACP), the courts found two local council members from the Kharkiv and Cherkasy regions guilty of providing false information in their asset declarations.
Specifically, the Bohodukhiv District Court in the Kharkiv region found a member of the Bohodukhiv City Council in the Kharkiv region guilty of deliberately providing false information in his 2022 declaration. In particular, he failed to disclose details of eight non-residential buildings in the Bohodukhiv district with a total value of 143.9 million UAH.
The court found him guilty of committing a criminal offence under Part 2 of Article 366-2 of the Criminal Code of Ukraine and imposed a penalty in the form of a fine of 85,000 UAH, together with a two-year ban on holding office or engaging in activities related to the performance of state or local self-government functions.
It is worth noting that in the summer of 2024, following the discovery of violations in his asset declarations, the deputy resigned from office ahead of schedule at his own request.
The Zhashkiv District Court in Cherkasy Oblast found a deputy of the Zhashkiv City Council in Cherkasy Oblast guilty of deliberately providing false information in her 2024 declaration.
During a control check to ensure the declaration had been completed in full, the NACP established that the woman had failed to declare 18 plots of land which she owned and leased. She also failed to provide details of dividends received and remaining funds in her bank accounts, as established during the pre-trial investigation. The total value of the assets amounted to over 5 million UAH.
The court classified the MP’s actions under Part 1 of Article 366-2 of the Criminal Code of Ukraine, sentencing her to a fine of 68,000 UAH and disqualifying her from holding any office involving the performance of state or local government functions, with the exception of elected offices, for a period of one year.
In addition to the court rulings, following checks on the completeness of the declarations, the NACP forwarded to the National Police of Ukraine substantiated conclusions on the grounds of offences under Parts 1 and 2 of Article 366 of the Criminal Code of Ukraine regarding:
- a deputy of the Novoarkhangelsk Town Council in the Golovanivskyi District of the Kirovohrad Region. In his annual declaration for 2024, the Agency identified inaccurate information amounting to almost 4.5 million UAH, and in his declaration for 2025 – almost 9.7 million UAH;
- a deputy of the Pishchanska Village Council in the Podilskyi District of the Odesa Region – regarding the detection of inaccurate information in his annual declarations for 2024 (over 26 million UAH) and 2025 (over 25 million UAH);
- a deputy of the Mykolaiv Village Council in the Sumy District of the Sumy Region – regarding the discovery of inaccurate information in his annual declarations for 2024 and 2025, amounting to over 204 million UAH in each.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent of a criminal offence and may not be subjected to criminal punishment until their guilt has been proven in accordance with the law and established by a court conviction.
