Based on the results of full verifications of declarations conducted by the National Agency on Corruption Prevention (NACP), law enforcement officers have sent indictments to court regarding four local council deputies. They are charged with intentionally submitting inaccurate information to their declarations (Part 2 of Article 366-2 of the Criminal Code of Ukraine (CCU)).
In particular, investigators of the Shepetivka District Police Department of the Main National Police Directorate in Khmelnytskyi Region under the procedural guidance of the Khmelnytskyi Regional Prosecutor's Office, including based on materials from full verifications of declarations for 2022 and 2023 conducted by the NACP, sent to court an indictment under Part 2 of Article 366-2 of the CCU against a deputy from Khmelnytskyi Region for declaring inaccurate information for a total amount of UAH 13.9 million.
The deputy, among other things, did not declare:
- an apartment in Odesa Region with an area of 42.9 sq. m valued at almost UAH 750 thousand and a residential house in the urban-type settlement of Yampil with an area of 178.2 sq. m valued at over UAH 867 thousand, owned by his wife;
- an apartment in the settlement of Yampil with an area of 101.35 sq. m valued at over UAH 863 thousand, owned by a relative of the declarant, in which he resided;
- three land plots owned by the declarant and his wife, with a total value of over UAH 1.2 million;
- Audi Q7, DAF XF 105.460, and VOLVO FH 460 cars, as well as semi-trailers owned by him, and a Nissan Juke owned by his wife;
- funds in his own bank accounts — UAH 307 thousand in 2022 and UAH 524 thousand in 2023;
- income of his wife amounting to almost UAH 130 thousand for 2022 and UAH 135 thousand for 2023, as well as other family income, including from the sale of vehicles.
In addition, the NACP established significant discrepancies between the actual and declared income of the deputy from entrepreneurial activity. In 2022, he understated his income by more than UAH 2.2 million, and in 2023 — by more than UAH 1.2 million.
Deputies from Dnipropetrovsk Region will also stand trial for inaccurate declaration.
Thus, investigators of the Investigation Department of Police Division No. 4 of Synelnykove District Police Department of the Main Directorate of the National Police in Dnipropetrovsk Region, under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office, including based on materials from full verifications of declarations, sent indictments to court regarding two deputies of the Ukrainska Village Council of Synelnykove District.
One of the deputies, in his declaration for 2024, failed to specify 25 agricultural land plots located within the territory of the hromada where he exercises his deputy powers, which were in his use, and the total value of which exceeds UAH 15.4 million.
In addition, he failed to specify the value of a land plot, a portion of which is owned by his wife, while the declarant himself uses it under a lease agreement. The value of this land plot exceeds UAH 700 thousand. He also did not reflect in the declaration vehicles belonging to his son, the existence of which he was aware of.
The total amount of inaccurate information established based on the results of the full verification of the declaration exceeds UAH 17 million.
Another deputy, in his declaration for 2024, failed to specify information regarding 12 land plots that were in his use, with a total value of over UAH 2.7 million.
Furthermore, he provided inaccurate information regarding income received from entrepreneurial activity amounting to over UAH 1.5 million, and also failed to reflect funds held in his bank accounts amounting to over UAH 177 thousand.
The total amount of inaccurate information established based on the results of the full verification of the declaration is over UAH 8 million.
An indictment was also sent to court regarding a deputy of the Brovary District Council, who, in his declaration for 2024, failed to specify information regarding corporate rights belonging to him in his own company, with a total value of UAH 8.5 million.
The pre-trial investigation in the criminal proceedings was conducted by the State Bureau of Investigation under the procedural guidance of the Prosecutor General's Office.
According to the Constitution of Ukraine, a person is presumed innocent of committing a criminal offence and shall not be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a guilty verdict handed down by a court.
