Control over the completeness of declaration filings: NACP detects inaccurate information worth over UAH 1 billion in officials’ declarations since the beginning of the year

22.10.2026

Based on the results of control over the completeness of declaration filings conducted by the National Agency on Corruption Prevention (NACP), inaccurate information totalling over UAH 107 million has been identified in the declarations of local council deputies since the beginning of October 2026.

In total, since the beginning of 2026, the NACP has identified inaccurate information worth over UAH 1 billion in the declarations of officials at various levels following control over the completeness of declaration filings.

Based on the NACP's findings, the investigative unit of the Main Directorate of the National Police in Zhytomyr Oblast has completed a pre-trial investigation into a deputy of the Kurnenska Village Council of Zhytomyr Raion. The indictment against him has been referred to court. In his declarations for 2023 and 2024, the NACP identified inaccurate information totalling over UAH 3.6 million. The deputy is accused of committing a criminal offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine (CC of Ukraine).

The Pryluky City-District Court of Chernihiv Oblast also found a deputy of the Lynovytsia Settlement Council of Pryluky Raion, Chernihiv Oblast, guilty of committing an administrative offence under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offences (CUaAO). Following the NACP's control, inaccurate information worth over UAH 2.15 million was identified in his declaration for 2025. The court imposed an administrative penalty on the deputy.

In addition, following control over the completeness of declaration filings, the NACP submitted 12 substantiated conclusions to law enforcement agencies this month. In particular, they concern the following local council deputies:

  • A deputy of the Kompaniivka Settlement Council of Kropyvnytskyi Raion, Kirovohrad Oblast — regarding the inclusion of inaccurate information worth over UAH 7.7 million in each of the annual declarations for 2024 and 2025. Signs of a criminal offence under Part 1 of Article 366-2 of the CC of Ukraine were identified.

  • A deputy of the Berezivka Raion Council of Odesa Oblast — regarding the inclusion of inaccurate information worth over UAH 6.7 million in the annual declaration for 2024 (signs of a criminal offence under Part 1 of Article 366-2 of the CC of Ukraine) and over UAH 9.7 million in the declaration for 2025 (signs of a criminal offence under Part 2 of Article 366-2 of the CC of Ukraine).

  • A deputy of the Busk City Council of Zolochiv Raion, Lviv Oblast — regarding the inclusion of inaccurate information worth over UAH 6.1 million in each of the annual declarations for 2024 and 2025. Signs of a criminal offence under Part 1 of Article 366-2 of the CC of Ukraine were identified.

  • A deputy of the Andrushivka City Council of Zhytomyr Oblast — regarding the inclusion of inaccurate information worth over UAH 16.3 million in the annual declaration for 2024 and over UAH 18.3 million in the declaration for 2025. Signs of a criminal offence under Part 2 of Article 366-2 of the CC of Ukraine were identified.

  • A deputy of the Zvenyhorodka Raion Council of Cherkasy Oblast — regarding the inclusion of inaccurate information worth over UAH 6.6 million in the annual declaration for 2024 and over UAH 5.9 million in the declaration for 2025. Signs of a criminal offence under Part 1 of Article 366-2 of the CC of Ukraine were identified.

  • A deputy of the Murovane Village Council of Lviv Oblast — regarding the inclusion of inaccurate information worth over UAH 7.6 million in each of the annual declarations for 2024 and 2025. Signs of a criminal offence under Part 1 of Article 366-2 of the CC of Ukraine were identified.

For reference. The procedure for conducting control over the completeness of declaration filings is defined by a special Procedure registered with the Ministry of Justice of Ukraine.

Unlike a full verification of declarations, which takes up to 120 days, control over the completeness of declaration filings takes up to 40 working days.

During this control, the NACP compares the information provided in declarations with data from state registers and databases, foreign state registers, court decisions, information obtained from other state bodies, the declarants themselves, and other sources.
