Control of completeness of declarations: four officials fined based on NACP materials, three more substantiated conclusions sent to the National Police

Based on the results of the control over the completeness of declaration filings conducted by the National Agency on Corruption Prevention (NACP), courts found four declarants guilty of entering inaccurate information in their declarations and imposed administrative penalties on them.

Thus, the Mahdalynivka District Court of Dnipropetrovsk Oblast found an assistant forester of the Kotovske Forestry of the Novomoskovsk Forest Division of the "Eastern Forest Office" branch of the State Specialized Enterprise "Forests of Ukraine" guilty of committing an administrative offence under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offences. The NACP established that he entered inaccurate information worth over UAH 1.3 million into his declaration for 2024. The court imposed an administrative penalty on him in the form of a fine.

The Zarechny District Court of Sumy City found a member of the military medical commission of the communal non-profit enterprise "Clinical Hospital No. 5" of the Sumy City Council guilty of committing an administrative offence under Part 4 of Article 172-6 of the CUaAO. The NACP established the fact of entering inaccurate information into his declaration for 2024 for about UAH 1.9 million. The court imposed an administrative penalty in the form of a fine.

The Lutsk City-District Court of Volyn Oblast found a deputy of the Rozhyshche City Council of Lutsk Raion of Volyn Oblast guilty of entering inaccurate information into his declaration for 2024 in the amount of UAH 948 thousand. The court imposed an administrative penalty on him in the form of a fine.

The Svitlovodsk City-District Court of Kirovohrad Oblast also found a deputy of the Svitlovodsk City Council of Kirovohrad Oblast guilty of committing an administrative offence under Part 4 of Article 172-6 of the CUaAO. The NACP established the entry of inaccurate information into his declaration for 2024 for over UAH 1.04 million. The court imposed an administrative penalty on him in the form of a fine.

In addition, based on the results of the control over the completeness of declaration filings, three substantiated conclusions were sent to the National Police of Ukraine regarding:

  • a juror of the Khmelnytskyi City-District Court of Khmelnytskyi Oblast - on entering inaccurate information into the annual declaration for 2024 amounting to over UAH 948 thousand (signs of an administrative offence under Part 4 of Article 172-6 of the CUaAO);
  • a deputy of the Dubrivka Village Council of Zviahel Raion of Zhytomyr Oblast - on entering inaccurate information into the annual declaration for 2024 amounting to over UAH 39.67 million (signs of a criminal offence under Part 2 of Article 366-2 of the Criminal Code of Ukraine);
  • the same deputy - on entering inaccurate information into the annual declaration for 2025 amounting to over UAH 39.19 million (signs of a criminal offence under Part 2 of Article 366-2 of the Criminal Code of Ukraine).

Substantiated conclusions were sent to the National Police of Ukraine to decide in accordance with the requirements of current legislation.

For reference: The procedure for conducting control over the completeness of declaration filings is defined by a special Procedure registered with the Ministry of Justice of Ukraine.

Unlike a full verification of declarations, which lasts up to 120 days, the control over the completeness of declaration filings lasts up to 40 working days.

During this control, the NACP compares the completeness of information in the declaration with the information contained in state registers. Authorised persons of the NACP also use databases, registers of foreign states, court rulings, information from other state bodies, information provided by the declarant, and other sources.
