Corruption risks during reconstruction and expert support for the future anti-corruption strategy: NACP Head discusses expanding cooperation with the World Bank

The Head of the National Agency on Corruption Prevention (NACP), Viktor Pavlushchyk, met with the Vice-President for Integrity of the World Bank group, Mouhamadou Diagne, at the Partnership for Anti-Corruption Global Forum held on 8-9 April 2025 in Washington, DC.

The parties discussed areas for expanding cooperation in the framework of implementing Ukraine's anti-corruption commitments and the memorandum of cooperation between the NACP and the World Bank.

"Expanding cooperation with international partners, in particular with the World Bank, is extremely important for effective anti-corruption in Ukraine. We see significant opportunities for this, especially in areas of mutual interest. This includes, in particular, the exchange of knowledge, experience, analytical expertise and best practices in identifying and mitigating corruption risks, ensuring institutional integrity, etc. One of the key areas of cooperation could be expert support in identifying corruption risks in the area of reconstruction, which is critically important for Ukraine after the war,' said Victor Pavlushchyk.

Particular attention was paid to the financial control of the assets of Ukrainian officials, as well as the implementation of the State Anti-Corruption Programme (‘SACP’) for 2023-2025. As of the end of 2024, government agencies have fully or partially implemented 419 measures out of 1146 (36.6% of the total; updated information on the status of implementation is available on the website of the SACP monitoring system). The parties also discussed the World Bank's ability to provide expert support for the development of a new anti-corruption strategy for Ukraine and its implementation programme for 2026-2030. A separate issue of the meeting was the challenges for the Ukrainian side, in particular, the anti-corruption infrastructure and the public sector, related to the suspension of financial support from the United States.

At the end of 2023, the NACP and the World Bank signed a Memorandum of Cooperation at the 10th session of the Conference of the States Parties to the UN Convention against Corruption.

During the visit of the NACP Head to the United States as part of the Ukrainian delegation, a meeting with representatives of the International Monetary Fund is also scheduled.
