European integration and tangible changes for society: NACP head outlines priorities for Rule of Law Roadmap implementation

The Rule of Law Roadmap, adopted a year ago, defines key benchmarks for Ukraine's progress toward European Union membership, while its implementation must deliver tangible results for civil society. This was emphasised by Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), during the public event “Rule of Law Roadmap: One Year After Adoption.”

According to him, the implementation of measures provided for by the Roadmap cannot be an end in itself.

“It is not only about meeting indicators or advancing in the negotiation process. Real changes that reduce manifestations of corruption and are felt by citizens in their daily lives are vital for Ukraine,” noted the Head of the NACP.

He provided an example of such changes: according to research results, the level of actual citizen encounters with corruption in the healthcare sector has decreased approximately threefold over the past decade.

Viktor Pavlushchyk emphasised that in this context, the NACP's priority for implementing the Roadmap is the adoption of the Anti-Corruption Strategy for 2026–2030 (Strategy).

“The Anti-Corruption Strategy is a fundamental systemic document that shapes state policy in the field of corruption prevention. Its task is to ensure the transition from isolated reactive decisions to systemic changes that minimise corruption risks in the functioning of the state, business processes, and service delivery,” he stressed.

The Strategy defines two key interconnected vectors for the development of state anti-corruption policy: increasing the efficiency of the entire anti-corruption system and minimising corruption risks in the most vulnerable and strategically important sectors.

Preparation of the document lasted about two years and included 26 studies involving over 130 experts. As a result, more than 140 problems were identified and over 400 expected strategic results were formulated. Details regarding the work on the project can be found here.

“We are convinced that the prepared document is a high-quality, systemic foundation for achieving measurable results in corruption prevention, rather than a set of separate decisions. And the main task now is to ensure its proper passage through all legislative procedures while maintaining this quality,” concluded Viktor Pavlushchyk.

The event “Rule of Law Roadmap: One Year After Adoption” brought together representatives of the Government, the diplomatic corps, and leading experts to assess Ukraine's fulfilment of key indicators on the path to EU membership.
