In July, more than 2,000 organizations joined the Unified Whistleblower Reporting Portal. How Connection to the Unified Whistleblower Reporting Portal Affects Corruption Reporting: Research Findings

The National Agency on Corruption Prevention (NACP) is increasing the pace of connecting organizations to the Unified Whistleblower Reporting Portal (hereinafter -- the Portal). In July 2024 alone, about 2,000 organizations connected to the Portal, which is more than 33% of the total number of connected institutions.

Currently, more than 5.9 thousand organizations are connected to the Portal, including more than 1500 government agencies, more than 300 local governments and about 4000 legal entities of private and public law (state-owned enterprises, regional structural units of government agencies, educational institutions, etc.) 

To date, the system has registered more than 3,600 reports, after reviewing which 63 people were granted whistleblower status, reports of more than 550 people are under review, and others have been identified as applicants.

According to NACP research, the launch and operation of the Portal has influenced the overall dynamics of receiving and reviewing notifications in the organizations connected to it.

Respondents to the survey included representatives of 51 organizations, including specially authorized anti-corruption agencies and the State Bureau of Investigation (SBI), ministries and central executive bodies with special status, regional state (military) administrations and the Kyiv City State Administration.

25% of them said that the number of reports on possible facts of corruption or corruption-related offenses in their organization had increased after the launch of the Portal. In 39% of the total number of respondents, such reports were received through the Portal, and in 29% - through other channels.

Thus, the introduction of the Portal has significantly affected the activities of ¾ of respondents, and the level of reporting of possible offenses has increased in ¼ of them compared to 2023, which may indicate an increase in public confidence in government institutions due to the availability of appropriate mechanisms implemented through the Portal.

Also, 50% of respondents positively assessed the possibility of expanding the Portal's functionality. In particular, organizations pointed to the expediency of introducing a “whistleblower's office” and a mechanism for sending letters to other organizations and authorized users.

Difficulties in providing access to the Portal were reported by 12% of respondents. The survey revealed a number of shortcomings in the Portal's mechanisms, most of which are technical in nature. Work on eliminating many of the identified shortcomings is already underway. NACP is always open to suggestions on how to improve the work of this new digital tool, which has proven to be effective in a short period of time.

As a reminder, on September 6, 2023, NACP launched the Unified Whistleblower Reporting Portal, where citizens can report corruption. Its functionality ensures anonymity and confidentiality of whistleblowers. In accordance with the requirements of Part 1 of Article 531 of the Law of Ukraine “On Prevention of Corruption”, all state bodies, authorities of the Autonomous Republic of Crimea, local governments, legal entities under public law and legal entities specified in Part 2 of Article 62 of this Law (more than 92 thousand) must connect to it.
