Lifestyle monitoring for the first quarter of 2025: illicit enrichment of UAH 117 million and civil forfeiture of UAH 51.3 million

In the first three months of 2025, the National Agency on Corruption Prevention (NACP) submitted 15 materials and substantiated conclusions to law enforcement agencies totalling UAH 168.3 million.

In the first quarter of 2025, the Agency sent six substantiated conclusions to law enforcement agencies with signs of illicit enrichment worth over UAH 117.3 million.

Based on the results of the review of the materials, the State Bureau of Investigation served a notice of suspicion to a former employee of Lviv Customs. In addition, an indictment was sent to the court on the fact of illicit enrichment of over UAH 19 million against the head of the State Ecological Inspectorate of the Carpathian District.

The High Anti-Corruption Court (HACC) upheld the claims of the Specialised Anti-Corruption Prosecutor's Office (SAPO) based on the NACP lifestyle monitoring materials, recognising the assets as unjustified and ruled on civil forfeiture of UAH 27.2 million. These are:

These decisions of the court of first instance may be appealed within 30 days from the date of receipt of the full text of the decision.

In addition, nine materials with signs of acquisition of unjustified assets were sent to the SAPO for further recovery to the state revenue in the amount of over UAH 51.3 million.

In its turn, the SAPO, based on the Agency's materials, submitted 8 claims for civil forfeiture of UAH 32.2 million to the HACC:

  • UAH 2.8 million worth of assets acquired by the head of one of the departments of the State Tax Service in Ivano-Frankivsk region;
  • property worth UAH 2 million acquired by the head of the notary department in Zakarpattia region;
  • property worth UAH 7.8 million owned by a patrol policeman of the Kharkiv District Department of the Main Directorate of the NPU;
  • assets worth UAH 5.8 million acquired by the head of the Mlyniv village council in Rivne region;
  • property worth UAH 3.3 million belonging to the Head of the South-Eastern Interregional Department for the Execution of Criminal Sentences of the Ministry of Justice of Ukraine;
  • assets worth more than UAH 8.5 million belonging to the spouses of Odesa customs officers and their son, an official of a district council in Kyiv region;
  • assets worth UAH 2 million acquired by a deputy of the Chernihiv Regional Council.

For reference:

Civil forfeiture allows for a quicker recovery of property from an official and dismissal from office compared to criminal proceedings, which helps to cleanse the government of dishonest individuals. Assets are confiscated in accordance with Article 290 of the Civil Code of Ukraine.

In 2024, based on the NACP's materials, the HACC recovered about UAH 24.7 million for the state. Compared to 2023, we managed to achieve better results due to staff optimisation.
