Lifestyle monitoring: HACC recognized assets of former head of ESBU detective unit as unjustified

09.10.2026

The High Anti-Corruption Court (HACC) granted the claim of a prosecutor of the Specialized Anti-Corruption Prosecutor's Office (SAPO) to recognise as unjustified the assets used in 2023–2024 by the former head of a detective unit of the Economic Security Bureau of Ukraine (ESBU) and his wife.

This concerns TOYOTA CAMRY (2023 model year) and BMW X3 (2022 model year) vehicles used by the couple in 2023–2024.

During the lifestyle monitoring of the official, the National Agency on Corruption Prevention (NACP) established that the vehicles were registered to his relative and a close friend, but were actually in the use and disposal of the declarant.

The total value of the cars is almost UAH 4 million.

Based on the analysis of the financial status of the subject of declaration, his family members, relatives, and associated persons, it was established that acquiring these assets through lawful income was impossible.

The SAPO prosecutor's lawsuit was based on materials provided by the NACP, as well as on independently collected evidence.

The HACC recognised these assets as unjustified and ordered the forfeiture of the BMW X3 vehicle and funds equivalent to the value of the TOYOTA CAMRY vehicle to state revenue.
