Lifestyle monitoring: nearly UAH 3 million may be recovered to the state from an official of the Strategic Investigations Department in Odesa region

Based on the materials of the National Agency on Corruption Prevention (NACP), the State Bureau of Investigations (SBI), and the National Anti-Corruption Bureau of Ukraine (NABU), the Specialized Anti-Corruption Prosecutor’s Office (SAPO) filed a lawsuit with the High Anti-Corruption Court (HACC) seeking recognition of unjustified assets (civil confiscation) belonging to the family of the head of one of the departments of the Strategic Investigations Directorate in Odesa region of the National Police of Ukraine.

During lifestyle monitoring, the NACP established that in 2000–2021, the official’s mother, father, and mother-in-law acquired cars: a Lexus ES 250 (2016), a Mercedes-Benz GLK 220 CDI (2011), and a Mercedes-Benz GLE 350D (2017). However, the vehicles were in fact used by the police officer and his wife.

The total value of the assets amounts to almost UAH 3 million.

After analyzing the income and expenses of the official and his close relatives, the NACP concluded that the assets could not have been purchased with legitimate funds.

It is worth noting that as soon as the lifestyle monitoring of the official began, he sold two of the three cars.

At the prosecutor’s request, the court seized the car under dispute as well as the official’s assets equivalent to the value of the sold vehicles.

The assets may be recovered for the benefit of the state under Article 290 of the Civil Procedure Code of Ukraine.

It should be recalled that according to the Law of Ukraine “On Prevention of Corruption,” a person authorized to perform state or local self-government functions, with respect to whom a final court decision on the recognition of unjustified assets and their recovery to the state has been rendered, shall be dismissed from office in the manner prescribed by law.
