Lobbying in Ukraine: development of transparency register ongoing

The National Agency on Corruption Prevention (NACP) continues to develop one of the key instruments for implementing the Law of Ukraine ‘On Lobbying’ — the Transparency Register. This week, an agreement was signed for the provision of services to create an information and communication system called the Transparency Register, which, according to the terms of the agreement, must be developed no later than 14 August 2025.

The development is being carried out in cooperation with the Eurasia Foundation, which is implementing the international technical assistance project ‘Digitalisation for Growth, Integrity and Transparency (UK DIGIT)’.

Part of the specialised software has already been developed and the functional capabilities of the Transparency Register are being tested. NACP is actively engaging potential lobbyists in discussions on the provisions of the Law of Ukraine ‘On Lobbying’ and is taking into account suggestions for optimising the registration processes in the Transparency Register that can be implemented through technical solutions.

The Transparency Register will be an electronic tool that will provide open access to information about lobbyists and their reporting, which will contribute to the formation of honest and transparent practices of influencing public policy, as well as reducing corruption-prone factors in the processes of developing and adopting regulatory acts.

We would like to remind you that after a long break and the suspension of funding for the development of the Transparency Register, the National Agency took steps to find new ways to attract international technical assistance to finance the continuation of its development. We would like to express our gratitude to our international partners for their assistance and active cooperation.

At the regulatory level, the implementation of the Law of Ukraine ‘On Lobbying’ has already been supported by relevant government decisions. On 16 October, the Government adopted a resolution on certain issues concerning the creation and functioning of the Transparency Register, which approved the Regulations on the Transparency Register, and in early October 2024, it approved the Rules of Ethical Conduct for Lobbyists, developed by the NACP.

We would also like to note separately that on 3 June 2025, the Verkhovna Rada of Ukraine registered draft laws ‘On Amendments to the Law of Ukraine “On Lobbying” to Clarify Certain Provisions’ (No. 13339) and ‘On Amendments to Certain Legislative Acts of Ukraine to Clarify Liability for Violations of Legislation in the Field of Lobbying’ (No. 13340). (No. 13340). Improving legislation in the field of lobbying is one of the measures that Ukraine must implement in order to join the European Union.
