NACP Presents Study of Corruption Risks in Logistics Procurement for the Armed Forces of Ukraine during Discussion of Implementation of NATO Recommendations in Luxembourg

The National Agency on Corruption Prevention (NACP) presented a study of corruption risks in logistics procurement for the Armed Forces and NACP's priority projects in the defense sector at the seminar “Lessons Learned on Wartime Defense Procurement and War Economy”. The event was devoted to discussing the status of implementation of NATO recommendations and took place in Capellen, Luxembourg.

The purpose of the event was to discuss and exchange experience in the development and management of defense procurement during martial law. In addition, the seminar launched the implementation of the eleventh recommendation “Identify and collect lessons learned on wartime defense procurement and war economy” of the NATO-Ukraine Strategic Defense Procurement Review, which was approved at the Washington Summit in July 2024. The aim of the Strategic Review is to assist Ukraine in reforming its defense procurement system and bringing it in line with best Euro-Atlantic practices and standards.

The event was attended by representatives of NATO Headquarters, the NATO Support and Procurement Agency (NSPA), Allies and the NATO Representation to Ukraine, as well as representatives of the Verkhovna Rada of Ukraine, the Ministry of Defense, the State Enterprise “State Logistics Operator” and the Defense Procurement Agency.

NACP was represented by Marta Ivashkiv, Head of the Department for Implementation of International Security and Defense Standards of the Security and Defense Integrity Policy Development Office, who made a presentation on “Improving Defense Procurement System: NACP's Strategic Impact.”

“The National Agency has a wide range of powers aimed at ensuring a transparent and accountable defense procurement system in Ukraine, among which special attention should be paid to the analysis of corruption risks and anti-corruption expertise as effective mechanisms for improving the defense procurement system,” said NACP representative.

During the presentation, she also highlighted the close relationship between the NACP's study of corruption risks in centralized logistics procurement for the Armed Forces and NATO recommendations provided within the framework of the Strategic Review of Ukraine's Defense Procurement System, and emphasized the need to facilitate the speedy implementation of NATO recommendations.

Currently, NACP is involved in joint work on the implementation plan together with the Verkhovna Rada of Ukraine, the Ministry of Defense, the Ministry of Economy and other agencies within the security and defense sector. The implementation of the recommendations is aimed at bringing Ukrainian defense procurement in line with international standards and Euro-Atlantic integration, strengthening interoperability between Ukraine and NATO, which will help prepare for Ukraine's future membership in the Alliance.

The participation of the Ukrainian delegation in the event helped to establish cooperation and became a platform for the exchange of experience between the Ukrainian side and international partners in the framework of reforming the Ukrainian defense procurement system.
