Control of completeness of declarations: deputy from Zakarpattia sentenced for inaccurate declaration

Based on the results of the control over the completeness of declaration filings conducted by the National Agency on Corruption Prevention (NACP), a local council deputy in Zakarpattia was convicted for inaccurate declaration, and administrative offence protocols were drawn up against two more declarants.

Specifically, the Vynohradiv District Court of Zakarpattia Oblast found a deputy of the Korolovo Village Council of Berehove Raion of Zakarpattia Oblast guilty of entering inaccurate information into his 2024 declaration (Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offences (CUaAO)). The NACP established inaccurate information amounting to over UAH 1.49 million. The court imposed an administrative penalty on him.

At the same time, officers of the Strategic Investigations Department of the National Police of Ukraine in Zakarpattia Oblast drew up another protocol regarding the same deputy. The NACP established inaccurate information in his annual declaration for 2025 amounting to over UAH 1.49 million. His actions show signs of an administrative offence under Part 4 of Article 172-6 of the CUaAO.

Also, based on materials provided by the Agency, officers of the Strategic Investigations Department of the National Police of Ukraine in Chernihiv Oblast drew up a protocol regarding a deputy of the Lynovytsia Village Council of Pryluky Raion of Chernihiv Oblast. The NACP established that he entered inaccurate information into his annual declaration for 2025 amounting to over UAH 2.15 million.

Officers of the Strategic Investigations Department of the National Police of Ukraine in Zhytomyr Oblast drew up a protocol regarding a deputy of the Horodok Village Council of Zhytomyr Raion of Zhytomyr Oblast. Based on the control results, the NACP established that he entered inaccurate information into his annual declaration for 2024 amounting to over UAH 898 thousand.

The actions of both deputies show signs of an administrative offence under Part 4 of Article 172-6 of the CUaAO.

In addition, based on the results of the control over the completeness of declaration filings, three substantiated conclusions were sent to the National Police of Ukraine regarding:

  • a deputy of the Babanka Village Council of Uman Raion of Cherkasy Oblast – regarding entering inaccurate information into annual declarations for 2024 (over UAH 5.95 million) and 2025 (over UAH 5.65 million) (signs of a criminal offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine);
  • a chief specialist of the Department of State Supervision in the Field of Production, Distribution, and Retail Trade of Medicines and Circulation of Narcotics, Psychotropic Substances, and Precursors of the State Service on Medicines and Drugs Control in Kyiv – regarding entering inaccurate information into the annual declaration for 2025 amounting to over UAH 4.25 million (signs of a criminal offence under Part 1 of Article 366-2 of the CC of Ukraine).

For reference: The procedure for conducting control over the completeness of declaration filings is defined by a special Procedure registered with the Ministry of Justice of Ukraine.

Unlike a full verification of declarations, which lasts up to 120 days, control over the completeness of declaration filings lasts up to 40 working days.

During this control, the NACP compares the completeness of information in the declaration with the information contained in state registers. NACP authorised persons also use databases, foreign state registers, court decisions, information from other state bodies, information provided by the declarant, and other sources.
