In the Lviv and Poltava regions, two local council deputies have been held administratively liable for submitting deliberately false information in their declarations (Part 4, Article 172-6 of the Code of Ukraine on Administrative Offences (CUAO)).
The violations were identified following audits regarding the completeness of declarations filed by officials, conducted by the National Agency on Corruption Prevention (NACP). The NACP forwarded the relevant materials to the National Police of Ukraine, after which law enforcement officers drew up administrative protocols for subsequent judicial review.
Specifically, the Mykolaiv District Court of the Lviv Region examined two protocols regarding a deputy of the Rozvadiv Village Council, who entered false information into declarations for 2023 and 2024, amounting to over UAH 1 million in each. The official failed to disclose information about two land plots, a residential building, and two buses (BAZ and SETRA) owned by him. The court found him guilty and imposed an administrative penalty in the form of a fine amounting to 1.5 thousand tax-exempt minimum incomes of citizens (UAH 25,000).
The Kobeliaky District Court of the Poltava Region found a deputy of the Kobeliaky City Council guilty of committing an administrative offence. Following the NACP audit, it was established that in the 2023 declaration, he provided false information totalling over UAH 2.1 million. In particular, he failed to declare 29 real estate properties, including non-residential premises and land plots. The official leased 27 of the undeclared properties, while two others were under his ownership.
Furthermore, based on the results of audits regarding the completeness of declarations, the NACP forwarded six additional substantiated conclusions to the National Police of Ukraine regarding:
- A deputy of the Mashivka Settlement Council (Poltava District, Poltava Region) – for entering false information into the 2023 declaration amounting to over UAH 1.3 million (indicators of an administrative offence under Part 4, Article 172-6 of the CUAO);
- The Chairperson of the Military Medical Commission of the Chernivtsi Regional Clinical Hospital – for entering false information into the 2023 declaration amounting to over UAH 800,000 (Part 4, Article 172-6 of the CUAO);
- A deputy of the Medenychi Settlement Council (Drohobych District, Lviv Region) – for entering false information into the 2023 declaration amounting to UAH 1.3 million (Part 4, Article 172-6 of the CUAO);
- A deputy of the Vanchykivtsi Village Council (Novoselytsia District, Chernivtsi Region) – for entering false information into the 2023 declaration amounting to UAH 4.2 million (indicators of a criminal offence under Article 366-2 of the Criminal Code of Ukraine);
- A deputy of the Hrebinky Settlement Council (Bila Tserkva District, Kyiv Region) – for entering false information into the 2023 declaration amounting to UAH 8 million (indicators of a criminal offence under Article 366-2 of the Criminal Code of Ukraine);
- A deputy of the Putyla Village Council (Vyzhnytsia District, Chernivtsi Region) – for entering false information into the 2023 declaration amounting to over UAH 8 million (indicators of a criminal offence under Article 366-2 of the Criminal Code of Ukraine).
