Full audits of declarations of two directors of Kharkiv municipal enterprises: inaccurate information worth over UAH 14 million revealed

The National Agency on Corruption Prevention (NACP) has completed a full audit of the declarations of the directors of two municipal enterprises in Kharkiv: ME ‘Kharkiv Heat Networks’ and ME ‘Kharkivzelenbud.’

NACP found that the director of Kharkivzelenbud concealed several properties in his declarations for 2022 and 2023: a garden house with an area of 89.9 square metres and two land plots on which it is located, as well as a property abroad that was used by his wife and children for actual residence. In addition, the declarant did not disclose information about the cars owned by him and his wife, as well as his wife's income from the sale of a car. Furthermore, he did not confirm his financial ability (from legal sources of income) to save UAH 930,000 in cash by the end of 2022 and UAH 3.7 million by the end of 2023. The total amount of inaccurate information is over 4 million UAH in the 2022 declaration and over 8.8 million UAH in the 2023 declaration.

The CEO of the Kharkiv Heat Networks municipal enterprise did not indicate valuable movable property in his 2021 declaration – solar power stations belonging to him and his wife, from which they received income. In addition, the official provided inaccurate information about the amount of income he received from renting real estate and about the value of a 2016 Mercedes-Benz V 250 car belonging to his wife. The total amount of inaccurate information in the declaration is over 1.44 million UAH.

The actions of the officials were found to contain signs of an offence under Article 366-2 of the Criminal Code of Ukraine, ‘Declaration of inaccurate information’.

The Main Directorate of the National Police in the Kharkiv region has initiated criminal proceedings based on the facts revealed by the NACP.
