Implementation of the UN Convention against Corruption: NACP presented Ukraine's experience and joined the evaluation of Moldova

Coordinated by the National Agency on Corruption Prevention (NACP), the Ukrainian delegation participated in the 17th session of the Open-ended Intergovernmental Working Group on the Prevention of Corruption, which took place in Vienna. The NACP representative joined the discussions on successful practices and initiatives in the field of corruption prevention, in particular regarding the expansion of educational and awareness-raising work with children and youth.

The Ukrainian delegation in Vienna also took part in the 17th session of the Implementation Review Group of the United Nations Convention against Corruption. State experts joined the thematic discussions on the review mechanism for the implementation of the Convention, and also presented an assessment of the anti-corruption progress of the Republic of Moldova.

The review mechanism allows for the evaluation of the implementation of the Convention's obligations by each member state. Two state parties are selected by draw to evaluate another state party. Ukraine, together with the Republic of Serbia, acted as reviewer states for Moldova.

On the eve of the session, Ukrainian and Serbian experts conducted an on-site visit to Chisinau, which allowed not only to analyse the regulatory framework, but also to verify the actual implementation of the Convention's norms in practice, particularly in the areas of corruption prevention and cross-border asset recovery. The experts held a series of meetings with Moldova's key institutions (including the National Anticorruption Center, the National Integrity Authority, the General Prosecutor's Office, the Office for Prevention and Fight against Money Laundering, the National Bank of Moldova, and the Superior Council of Magistracy), as well as with representatives of civil society. The experts focused on the effectiveness of corruption prevention mechanisms, transparency of administrative processes, integrity in the public sector and the public procurement system, independence of the judiciary, etc.

For the NACP, participation in such missions is part of fulfilling Ukraine's international obligations and an important platform for exchanging experience. Direct access to Moldova's practical cases in the field of anti-corruption education, expertise in regulatory acts, and assessment of institutional integrity contribute to the improvement of Ukrainian anti-corruption tools.

The Ukrainian delegation also included representatives of ARMA, the National Anti-Corruption Bureau of Ukraine, and the Office of the Prosecutor General.

Reference. Ukraine, having ratified the United Nations Convention against Corruption (UNCAC), has officially committed to implementing its provisions. The document defines the vector of reforms necessary for transparent reconstruction and accession to the European Union, and also allows Ukraine to work at the global level to prevent corruption.

The first cycle of the review of Ukraine regarding the fulfilment of the Convention's obligations in the field of combating corruption was conducted by Slovenia and Poland. The second cycle, as of May 2026, is ongoing and is being conducted by Latvia and Paraguay. Ukraine is not only a country whose UNCAC implementation status is being reviewed, but it also conducts reviews of other countries. More details can be found here.
