Lifestyle monitoring: NACP found over UAH 3.3 million of unjustified assets belonging to a judge in Kyiv region

The National Agency on Corruption Prevention (NACP), taking into account information received from the Security Service of Ukraine, raised the issue with the Specialised Anti-Corruption Prosecutor's Office (SAPO) of filing a lawsuit to recognise as unjustified and seize as state revenue the assets belonging to a judge of the Kyiv-Sviatoshyn District Court of Kyiv Region. The grounds for this were the monitoring of the official's lifestyle carried out by the NACP.

During the monitoring, the Agency's authorised persons established that during 2022-2023, the declarant acquired three vehicles at prices significantly lower than market prices. These are:

  • a 2013 MERCEDES-BENZ G 350 TD, which the judge purchased in September 2022 for UAH 10,000, while according to an expert assessment, its value on the date of acquisition was over UAH 2.1 million;
  • MERCEDES-BENZ G 500, manufactured in 2013, which the official purchased at the end of 2023. According to the documents, the purchase price was UAH 529,000 instead of almost UAH 685,000, as stated in an advertisement on one of the vehicle sales websites;
  • RENAULT ZOE, 2017 model, also purchased at the end of 2023 for UAH 5,000. However, experts estimated the value of the vehicle at almost UAH 431,500.  

After analysing the income and expenses of the official and his family, the NACP concluded that neither he nor his relatives had the opportunity to purchase the aforementioned property with legal income.

In turn, the SAPO filed a lawsuit to the High Anti-Corruption Court (HACC) to recognise the following assets of the judge as unjustified:

  • a MERCEDES-BENZ G 350 TD car, manufactured in 2013;
  • part of the cost of a RENAULT ZOE car, manufactured in 2017;
  • cash in bank accounts.

The amount of unjustified assets exceeds UAH 3.3 million. 

In accordance with the Law of Ukraine ‘On Prevention of Corruption,’ a person authorised to perform functions of the state or local self-government, in respect of whom a court decision on the recognition of unjustified assets and their recovery to the state has entered into legal force, shall be dismissed from office in accordance with the procedure established by law.

Disclaimer. In accordance with Part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court conviction.


We would like to remind you that the State Bureau of Investigations (SBI), in particular based on the materials of the NACP, has completed a pre-trial investigation into the case of the former Deputy Chairman of the High Economic Court, who is suspected of illegal enrichment.
