Norway will support the NACP in the development and implementation of corruption risk studies in the defence sector

Representatives of the Centre for Integrity in the Defence Sector (CIDS) at the Norwegian Ministry of Defence have expressed interest in the projects of the National Agency on Corruption Prevention (NACP) in the security and defence sector and plan to support their development.

The Norwegian side will support the NACP in implementing the recommendations provided in the study ‘Corruption Risks in Centralised Logistics Procurement for the Armed Forces of Ukraine’, as well as in conducting a study of corruption risks in the procurement of unmanned systems and electronic warfare equipment for the Armed Forces of Ukraine. The National Agency is conducting these studies, in particular, to implement NATO recommendations provided as part of the Strategic Review of Ukraine's Defence Procurement System and approved at the Washington Summit in July 2024.

This was agreed upon by the NACP representatives during their visit to Austria as part of the Ukrainian delegation to participate in the expert seminar ‘Identification and Management of Corruption Risks in the Defence Sector’. In addition, Yaroslav Lyubchenko and Marta Ivashkiv of the Security and Defence Integrity Policy Development Department presented the experience and practical aspects of applying the NACP methodology for assessing and managing corruption risks by public authorities, and spoke in detail about completed and upcoming studies of corruption risks in the defence and security sector.

The seminar was also attended by representatives of the Ministry of Defence of Ukraine, the Defence Procurement Agency and the State Logistics Operator, the Scientific Centre for Building Integrity and Preventing Corruption in the Security and Defence Sector of the National Defence University and the State Border Guard Service of Ukraine.

The event was a platform for discussing further steps in the implementation of the Integrity Development objective of the NATO Roadmap for Interoperability for Ukraine and the Strategic Review of Ukraine's Defence Procurement System of the NATO Comprehensive Assistance Package for Ukraine. The parties also exchanged experience on approaches and tools for identifying corruption risks in areas such as defence procurement and human resources policy.
