Over 110 political parties failed to submit reports for the first quarter of 2026

On May 11, 2026, the reporting campaign for parliamentary and non-parliamentary political parties for the first quarter of 2026 concluded.

Over 110 political parties (out of 400 registered parties, including 72 parties undergoing dissolution/termination) failed to submit reports on assets, income, expenses, and financial liabilities (hereinafter referred to as the reports) to the National Agency on Corruption Prevention (NACP) for this reporting period.

At the same time, the first quarter of 2026 recorded the highest rate of financial reporting by political parties since the resumption of mandatory reporting in 2023. Over 280 political parties submitted their reports within the deadline established by law, which is a record figure for the entire period following the reinstatement of reporting and demonstrates an increased level of compliance by parties with the legislative requirements regarding financial transparency.

Pursuant to Part 20 of Article 17 of the Law of Ukraine "On Political Parties in Ukraine", the NACP is obliged, within 10 calendar days from the expiration of the deadline for the submission of reports by political parties, to publish on its official website the list of political parties that failed to submit their reports within the specified period. The NACP must also ensure that the guilty individuals are held accountable as provided by law.

Failure to submit reports entails liability under Article 212-21 of the Code of Ukraine on Administrative Offences (CUAO). This involves, in particular, the imposition of a fine ranging from 300 to 400 tax-free minimum incomes of citizens, which amounts to between UAH 5,100 and UAH 6,800.

As a reminder, over 130 political parties failed to submit their reports to the NACP for the fourth quarter of 2025.
